Islamabad: The District Administration of Islamabad has banned the sale and purchase of the Capital Development Authority (CDA)-acquired land via stamp papers to prevent illegal land sales and increasing rehabilitation claims, a news source reported on May 15.

As per the details, the CDA has asked the district administration to secure the authorised stamp vendors and ban the practice. The stamp vendors have been notified by the Additional Deputy Commissioner of Revenue to stop this practice or else their license will be cancelled and legal action will be taken against them.
It was mentioned that the CDA has acquired thousands of kanals of land for developing residential sectors and other purposes. But the authority has been unable to complete compensation in most areas and lacks absolute possession of acquired land. The news source mentioned that the government stops mutations once the acquisition of a certain area is announced and it can only be sold or bought by the authorised departments. However, the local landlords have been selling their land through stamp papers, which led to illegal settlements across the city and created third-party rights against the CDA.

Reportedly, the CDA acquired the lands for several sectors years ago but the development work was not initiated due to pending cases of compensation. In Sectors D-13, E-13, and F-13, private individuals have bought lands through stamp papers and built their homes without proper documentation. To prevent this from escalating, the CDA Director Land Sidra Anwar has directed to ban the selling and buying of CDA’s acquired land on stamp papers.
