This project is yet to be launched but has been in discussion for a while now due to a number of reasons. For the potential buyers, many aspects of the Capital Smart City are yet to be explored. They also have some valid questions which I will try to answer in this article.
Is this an HRL project?
The marketing team behind Capital Smart City unofficially claimed that it was a project by Habib Rafiq (Pvt) Ltd (HRL). However, people who have been trying to get this information verified from the developer haven’t been able to do so. I have done that only to find out that it is a project by Future Developments Holdings (FDH) (Pvt) Ltd, which has been launched in association with HRL, while Frontier Work Organisation is one of the project partners. Please note that FDH is a sister company of HRL.
What I also learnt is the fact that the developer hasn’t officially launched Capital Smart City yet but is looking to do so in the near future. Meanwhile pre-booking of the project under its soft launch is currently going on.
What’s the location?
Before I got my hands on the official brochure of Capital Smart City, I, too, was confused about its location. I now know that the project lies between Lahore-Islamabad Motorway M-2 and Chakri Road, near Thalian Road in the vicinity of the under-construction New Islamabad International Airport. According to the map, the society will have its main entrance through a dedicated interchange on M-2. With the construction of this interchange, Capital Smart City will be left only 5.5 kilometre away from Islamabad’s Toll Plaza on M-2. The construction work on the interchange is yet to start.
The map also shows the areas that the developer intends to acquire in the future. Depending on how recent this brochure is, the developer may already have purchased this land. Here is the map I am talking about:
What is on offer?
According to the brochure, the project features plots for farmhouses that span 20, 10, and 5 kanals, and constructed villas and residential plots of 5 and 10 marlas, and 1 and 2 kanals. So far, the developer has opened booking for residential plots alone. The payment plan for these plots spans 4 years. On the other hand, details on price tags of farmhouses and 2-kanal residential plots hasn’t been shared so far.

According to sources, the society has received an NOC from the Rawalpindi Development Authority (RDA) for preliminary planning. Furthermore, the society has completed and forwarded its preliminary planning details with the authority. On the NOC front, the society has been cleared, while it now awaits RDA’s go ahead for project marketing.
In terms of land acquired by the developer, I have learnt that the society has ample land available to launch its first phase. For the rest of the project, the developer will continue to acquire more land.
Planned amenities and features
Planned to become the first smart city of Pakistan, the project will have an integrated system connecting and maintaining records of all the activities within the project. Be it the record of its health centre, or the activities scheduled in the community club, or the timings and availability of the public transport, the online data will be maintained by the society.
In addition to that, Capital Smart City is conceived on a principle to promote an active and healthy lifestyle. For this purpose, it will have plenty of open spaces and outdoor recreational services such as an 18-hole, PGA-standard golf course, theme parks, walkways, several parks, and dedicated green areas.
In addition to that, the society will be free from the nuisance of load shedding. It will have its own water filtration plant. To make sure that the project plan facilitates all sorts of related activities, Capital Smart City will have an Economic Zone, Health Zone, Education Zone, and a Commercial Hub.
Important Note
In terms of the project’s official launch, I have been told that September could be the month. The only thing delaying this launch is an RDA approval to initiate the marketing campaign. About completion of the Phase I, the developer hopes to handover possession in three years. Meanwhile, please note that the payment plan spans 4 years.

How much of a risk is it to book files at this stage in this project? For medium term investor point of view.
Its already November 2017 and the capital smart city has not been launched despite their claims that it will be launched in September then October and now in November. No tentative date has been given even. Looks like they are hiding something. Please if any one has any info relating to launch, do share.
They never made any commitment or officially shared a date. As soon as there is an update of any sort, we will keep you posted.

Can you please guide me. I have purchased file from one of the buyers for 10 Marla category which stands in his name. The person has only paid initial Rs.300,000/- and no installment has been paid as per schedule making the due amount till now Rs.600,000/-. What will be the payment schedule for me on transfer of file in my name? will i have to pay the whole accumulated amount of installments at the time of transfer or a revised payment plan will be issued from the date of transfer in my name. I am very confused whether to retain the file or what as the amount of installments are piling up and i apprehend the accumulated amount getting out of my budget when the scheme is officially announced and transfers open.

The best here would be to contact the authorised dealer of Capital Smart City because it is society’s prerogative to decide on such matters. The authorised agent can tell you if the developer has a plan in place to deal with situation you are facing.

Just checked with the prices and location of the project with much developed societies near the capital, it’s higher.
If you have a long term investment plan, 10-12 years then invest there. But if you want quick returns then invest near the new Islamabad international airport and Thalian Interchange. ICHS and Silver City are much better options for investing with reasonable prices and development work.

It’s launching was on Sep 26, 2018 and now it’s Oct 22, 2018. No sign of LAUNCHING Yet. anyone has any information about launching or Development work etc please share.
I am sure you have heard of the merger. Now project is being shared and its related details will be finalised accordingly. The project is clean, no need to worry about it.
