Peshawar: The city is set to embark on a major social transformation with the launch of the “Begging-Free Peshawar Campaign,” an initiative aimed at eradicating professional begging and rehabilitating the city’s most vulnerable populations. The campaign, which has received an allocation of PKR 32 million from the provincial government, was unveiled by Commissioner Peshawar Division, Riaz Khan Mehsud, in a recent announcement.

The initiative is focused on providing rehabilitation for beggars by offering them skills, education, and government support, while also taking strict action against the mafias that exploit them. A key aspect of the campaign is to integrate beggars into society as productive and self-sufficient members.
In line with this vision, the provincial government has laid out a robust plan that includes separate facilities for women and children under the Social Welfare Department. These facilities will offer free accommodation, food, vocational training, and educational opportunities. A large building has already been rented to accommodate a number of identified beggars, ensuring they receive proper care and support.

Inspired by the success of the “Drug-Free Peshawar Campaign,” which addressed drug addiction issues in the city, the Begging-Free initiative also emphasizes long-term rehabilitation. The government has partnered with the Technical Education and Vocational Training Authority (TEVTA) to provide vocational training for professional beggars. This will equip them with the necessary skills for sustainable employment, giving them a chance to reintegrate into society.
As part of the campaign, the authorities have identified several mafias that profit from the exploitation of beggars. These groups are accused of controlling and manipulating beggars for financial gain. Commissioner Mehsud emphasized that legal action would be taken against the contractors involved, with arrests expected soon. A crackdown is already being prepared, with teams from the district administration, Peshawar police, and the Social Welfare Department joining forces to enforce the initiative.

The “Begging-Free Peshawar” campaign aims to set a precedent for other cities in Pakistan, demonstrating how a combination of rehabilitation, social welfare, and strict law enforcement can work together to tackle complex social issues. Commissioner Mehsud has expressed confidence that, with the collaborative efforts of various departments and the active participation of the public, Peshawar will become a model city, free from the blight of professional begging.
The campaign’s success will improve the lives of vulnerable individuals and contribute to Peshawar’s goal of becoming a cleaner, safer, and more socially responsible city. The next steps will involve the implementation of rehabilitation programs and the continued crackdown on exploitative practices, ensuring that every citizen has the opportunity to live with dignity and respect.
