Gulberg Islamabad, a project of Intelligence Bureau Employees Cooperative Housing Society (IBECHS), is an upscale residential development in the federal capital. Located on Islamabad Expressway and at a few minutes’ drive from the Benazir Bhutto International Airport, the project has attracted investors and residents alike.
The society is segmented into Gulberg Residencia and Gulberg Greens, the latter being a farmhouse development. The foundation stone of Gulberg Islamabad was laid in March 2013 and since then the society has witnessed various changes. So, in this post I intend to discuss the current status of development, possession and property rates in the locality.
Development
Infrastructure development in both Gulberg Residencia and Gulberg Greens is underway at a good pace. Mr Abid Hussain of Hassan Traders told Zameen.com that the authorities concerned were carrying out development work in Blocks A, B and P of Gulberg Residencia and Blocks D and E of Gulberg Greens.
Mr Hussain also said Blocks E, F, G, I, L, M, T and V of Gulberg Residencia and Blocks A and C of Gulberg Greens were already fully developed.
Possession
We learned that the IBECHS had handed over possession in Blocks E, I, F and G of Gulberg Residencia, while in its Blocks J and C, the possession was available in some portions only.
On the other hand in Gulberg Greens, the owners can enjoy ownership rights in Blocks A and C and build their farmhouses here, while in Block B, the possession has only been given partly.
Rates
Prices of plots in both Gulberg Residencia and Gulberg Greens vary from block to block. Mr Hussain told Zameen.com that the sale price of 10-marla plots ranged between Rs 3,500,000 and 5,000,000 in the blocks of Gulberg Residencia where possession was available. While in blocks with no possession, the sale price of 10-marla plots ranged between Rs 2,100,000 and 3,500,000.
Gulberg Greens is a farmhouse development, so the property prices here present a different picture. According to Mr Hussain, the sale price of 4-kanal plots in the areas with possession ranges between Rs 22,500,000 and Rs 24,000,000, while the sale price of same-sized plots in areas with no possession lingered between Rs 17,500,000 and Rs 20,000,000.

The employee files have not attracted the attention of IBECHS for a very long time now. Despite the fact that all dues have now been paid.
Would it be a good idea to gather all such employee file holders & probably talk to IBECHS or any other appropriate forum.

If you are considering to invest in Gulberg Residencia,I think its better to go for a plot with possession to play a safe game. On the other hand, societies in the Zone II are also growing due to the development of the airport.
Since, its about investment, I must say you should check the status and history of the developers of the respective projects. So, make an informed decision by exploring the market. Otherwise, a peaceful investment would still be in DHA Islamabad (not DHA Valley).

I am a very old reader of zameen. My sons have 3 plots in DHA Bogenvellia, and was set a back to hear your views about DHA valley.. So kindly if you have some news of the valley please write an article on it also. DHA Valley’s situation is currently unclear. The development of Daducha Dam has actually become a bone of contention in this society.
DHA is behind this project. So rest assured, the project will be completed sooner rather than later InshaALLAH.

I think this is the right time to invest in the market, as prices are somewhat stable at the moment, but are expected to pick up in future, InshaALLAH. But please consider a safe investment. You can go for DHA’s K, L, M, N, and P Blocks of DHA, where according to my source of information, the prices of 1-kanal plots hover between Rs 70 lacs to Rs 80 lacs, giving a hint that the prices have a room to grow in future.
If not DHA, you can consider other localities according to your budget. But please play a safe game and invest in only well-known societies having good repute.

You are suggesting investment in DHA. How would you compare DHA with Bahria phase 8.
I guess prices in bahria phase-8 are much lesser than DHA & development progress is also a bit higher than DHA.
Still, you can guide better by comparing both of these projects from other perspective.

We have been told by property dealers and IBECHS office for the last two and half years, that balloting of IB-employee files will be done soon, but we still don’t know when the balloting will take place. Many of these files have been sold in secondary market. It is very disappointing situation.
AoA: Dear Salman sahib. I suggest we (IBECHS file holders) go en bloc to the Society’s Office and pressurize them to protect the interests of those individuals who have purchased files from IB employees and have cleared all dues. Moreover, we should approach Registrar, Societies, Islamabad as well as CDA (Director, Societies) in case the society management is still un-moved to conduct ballotting for these file-holders.
Coordination and concerted efforts are needed to tackle this long pending issue.
