Sector F-16, a project of Jammu & Kashmir Cooperative Housing Society (JKCHS), awaits infrastructure development even after a number of years. To add insult to the injury of members, the developer has now sought additional development charges.
A member of the society tells Zameen.com that the developer has asked the members to submit additional development charges of Rs 5,000 per square yard. Which means if you have a plot of 356 square yards in the locality, you must get ready to pay additional Rs 1,780,000. But there’s some “relief”; you will have to pay this amount in 12 instalments with the 1st instalment of Rs 365,000 that must be submitted by July 15, 2015.
The society member said the developer was likely to expedite the development work and would complete the society within 2-3 years.
We further learned that the members had settled the cost of their respective properties in 2006, but the development could not be completed.

Minister of State for Water and Power Abid Sher Ali inaugurated a grid station in the society in January 2015, but it turned out to be of no use because we did not hear of any further infrastructure development in the society.
Per official website of JKCHS, Sector F-16 spans 2,909 kanals and its layout plan has been approved by the Capital Development Authority (CDA).

F-16 Sector in Islamabad was launched 16 years back and JKCHS ( Jammu Kashmir cooperative housing society) was allotted to develop it.
JKCHS sold out these plots, received billion from public including cost of land and development charges. Society does not developed a single peace of land there even after passing 10 years and now they have imposed 4 time higher charges then booking price. i.e
10 marla total cost 5 lac in 2005
development charges 14 lac in 2015
Society has not even purchased full land in 10 years and an inch of land is not developed.
with the imposition of these unjutified charges, market crashed and dealer mafia now offering through away rates to alloties (i.e 10 Marla perviously trading at 16-18 lac is now offered 10 lac only). the dealer mafia has connection with society administration and they will 50% discount (2500 per square yard) in additional charges and have already allotted quota to their favorites (2-3 plots per dealer).
State Ministor Abid shar Ali inaugurated development work last year but society just created drama only and no development done there.
The Rashid minhas is chairman of society now-a-days ( belong to axact media group) and his uncle Ch. Yaseen ( minister in AJK) was former chairman.
Both are looting people along with other members of management of JKCHS. Secretary Mr Lateef Qureshi also involve in corruption and recently has made 65 million from sale of a school plot in G-15.
Kindly highlight this issue at forums so that this loot maar may end and people can get shelter.

a. I purchased Plot of 500 (50’x90’) square yards in Feb 2011 and was transferred to my name on 18 Feb 2011.
b. At the time of transfer no detail of any balance dues and schedule of payment was provided to me so that payment could be arranged / paid within due time.
c. The scheme was launched in Nov 2003 and payment of all dues was to be made by 15 Mar 2006 whereas plot has been transferred on my name on 18 Feb 2011 after lapse of 5 years. Then why the plot was transferred without clearance of all dues. And now after lapse of more than 4 years of transferred date a huge burden of additional charges without fault of the allottee is unbearable.
d. Infect a period of about 12 years have lapsed but management has utterly failed to take up development work at site.
e. The Annual General Meeting of Society as per their record was convened every year but being a bonafide members of the Society no invitation was extended to me.
f. The members were kept completely in dark and decision were made unilaterally.
g. At the time of allotment / transfer of plot no schedule of payment was given to members so that payment could be made as per schedule.
h. Again as per their version the additional expenditures is to be appropriated to each member according to the period of late payment but on the other hand a fixed charge of Rs 5000/- per square yards has been levied which is against all norms of justice.
i. The management of society is pressing members on account of no fault on their part.
j. It is, therefore, advised that the levy of additional charges at such an exorbitant may be re-considered to ward-off financial burden on poor members OR members should pursue the case in the court.

This is a pure case for NAB as current management is actually part of dealers sitting in management. I myself purchased my plot from one of the member in their current top management. They are there to make money and deprive people from their hard earned savings. am not sure how we could file a case in NAB but I desperately want to do that as there is no justification of imposing PKR 30 lac per kanal in addition to already given charges. Current management is corrupt and inefficient and I am sure if a fair audit be conducted, they all would be hanged.this is a cooperative society and shouldn’t be making any profit from members but the charges they imposed are like bahria Town where malik Riaz is the owner and is there to make money. their development wouldn’t even 1% of bahria town as we all can see their development in G 15 and see how good that is…no body should pay them even a penny..
This is the worst form of negligence, inefficiency, corruption, favouritism, scavenger like attitude coming down from none other than the so called management that consists no one but illiterate dealers and corrupt land mafia dons.
We request the members to take this matter into the court of LAW and make these back stabbers answer to members and arrange to announce the possession of plot on asap bases.
This can happen only in Pakistan.

For NAB case, need 50 affectees, probably people are not available or intended to do any thing and mostly are just silent till moment.

I have difference of opinion with other members, how can you make a NAB case as you can not prove their corruption, they are very clever. They have taken this step with complete planning and moreover they have discussed it with top lawyers . Many other societies have taken extra charges so you cannot prove it as falsified. My point is the money we have given in 2001 to society is not enough to develop a sector and now demanding more money is only way sector can be developed, and we can get good return on our properties.
Demanding Rs. 5000 / sq yard shows their intention that they are in mood of development because if they would have demanded less they would have not be able to develop the sector completely, as acquisition of land is main problem and owners are demanding very high rates.
Going to court, NAB, FIA with get the problem more complicated and it will cause more loss to alotties ,management of society will be not harmed. So messing up with society will only harm us.
The discussion here should be how to ensure that they will develop the sector after receiving payments because if the sector get developed it will double the rates and and i am expecting minimum of 70-80% return in 3 years .
Dear brothers think practically, if we will not give them the money they will not develop the sector and our investment will remain blocked for next 100 years.

what if we pay them and they comeback again after 5 years saying that the previous money wasn’t sufficient and they need more money? wouldn’t we be standing at the same turn again ?what happened to previous money we paid? what are the details? on ground they have not yet been able to run a bulldozer even for one complete day which just cost few thousand rupees…
Their management is corrupt and am sure they have no intension of doing any development in near future even if we pay them all charges… NO TRUST from my side

I recieved the letter in which they demand RS. 1750/- per square yard. i boutht it for 8 laks in december 2014 and now they are asking for 623000 more. can anybody explanin my special case. what is the now status of their demand and response of the people.

The letter for escalation charges is currently suspended by registrar co-operative societies Islamabad .
What are new escalation charges, Any body tell me the latest status. what will be the grantee that society will develop F-16

Is there any one, who can update the current market value of Plots 200Yrds & 500Yrds to sell it, instead of paying this huge penalty with no guarantee of future development. My concern is for F-16/3 Sector, as well I need the update plan Map for F-16.

Now the latest decision of the registrar is Rs. 1700 p/sq. Yards . Registrar had ordered society to issue a revise notice but society is not doing so . Registrar has given society to complete the land within 6 months but society has purchased only 24 kanals out of 1100 kanals in 1st three months after the decision .
Members are not liable to pay any escalation charges until society issues a revised notices to the members . Society had already admitted in their reply to registrar they are issuing revised notice one and half months before but they didn’t dobso
I also have a plot of 272 square yards and I was sent a similar letter asking me to pay 6 instalments totally almost 7 Lakh rupees. In the letter it also states that if your do not keep up with the installments then they will not give you plot kabza/ ownership. Are they legally allowed to say this when I had purchased it 10 years ago?
Also when I rang them and spoke to someone I was told that some people have been behind with installments and that is why they ran out of money and couldn’t begin work on the lands, and for this reason are asking everyone to pay. I think they are lying. I believe all the customers paid upfront money for their lands so what are they talking about. Please can we all gather somehow and pursue a court case againsts them. I am up for it. I need more members on board. Who else is with me?
I have also received a letter and I felt pressurised to make payment because it threatens that they will not give plot ownership even though I paid outright for my plot.
I want to go to court but do we have a leg to stand on. Zain please advise us as I’m not very familiar with Pakistan law. But if all the members agree then we can sign a petition and show to court all the people that are against this form of daylight robbery.

Can anybody tell me what is the latest update on it? I have a plot of 30*60 in it and I have also got the letter for extra payment.
Per recent AGM the new development the additional development charges has been reduced to Rs. 1700/ Sq.Yd.
