According to reports, the study will be conducted by ADB’s energy division of its Central and West Asia Department in collaboration with the ministry of energy. The research will aid in the establishment of a legislative framework for connecting upstream, middle, and downstream infrastructure elements by December 2023. Similarly, private sector feedback will be sought for the model policy framework, which will be developed and approved by the Cabinet Committee on Energy by December 2023. Similarly, the project’s research will be based on the previous two technical assistance reports, which were produced in 2005 and 2019, respectively.

The study’s primary goal will be to find locations for strategic gas storage facilities and to stabilise the price market. In the long run, this will improve the country’s energy security. The final analysis will focus on determining cost, mode, geology, and location closeness to transmission networks and load centres, market characteristics, ownership, and operation and maintenance, among other aspects.
