I have been unable to cover DHA Valley for some time because much of what I could garner in the meantime was merely some information about ongoing development work in certain blocks with no concrete information available on the time frame for possession handover. The status of the project is pretty much the same but, fortunately, things are getting better with the passage of time.
With the project plan and approach routes getting clearer and better information on how safe certain blocks will be from the Dadhocha Dam’s proposed site, it appears that we might have new blocks with greater scope and profit potential than the all-time favourite: Bluebell. Moreover, blocks that are 100% safe from the dam with 100% land available are largely shape to be ready for possession handover this month, causing an overall rise in demand for plots for sale in DHA Valley.
Land acquisition status
Except for blocks such as Eglantine, Gloxinia, Iris, Snowdrop and Lotus, development work is underway on roads and other infrastructure in almost all blocks of DHA Valley.
The developer has 100% land available for several blocks including Magnolia, Lilly, Sunflower and Oleander. About 40% of the area of Tulip Block and Rose Block falls in the dam’s proposed site, believed to be the final site in the feasibility report, which is currently in its development phase.
With more or less 15,000 plots relocated to Bahria Town Rawalpindi’s Phase VIII and Bahria Town Karachi, it appears much easier for the developer to accommodate the remaining plot owners in the available area of DHA Valley.
As for Bluebell Block, the developer has 90% of the land required and development work is being carried out. Lavender Block, on the other hand, is 70% clear, while the developer is working on the 40% clear area of Marigold and Daisy Block.
Daffodils Block is 15% clear and Bogenvelia Block is 30% clear.
According to my sources, 5- and 8-marla DHA Homes will probably be ready for possession handover by June 2016 while Bogenvelia Block may take another 2 years.
Once the blocks that are in advance development stages are completed, the developer will head to blocks such as Eglantine, Gloxinia, Lotus, Snowdrop and Iris.
Development status
Before you get super excited about the blocks where your property can gain value in the near future, I must share this critical information about the number of plots that have already been developed in respective blocks.

Ongoing development
At the moment, cutting and filling of new area is underway in Oleander Block, Rose Block and Daffodils Block, while the same activity is being carried out for the commercial area in Magnolia Block.
I have also learnt that street light poles and electrification DBs are being installed in Lilly, Rose, Oleander, Sunflower, Magnolia, Bluebell and Daffodils Blocks and roads in Lilly, Rose, Bluebell and Oleander Blocks are also ready for priming. Construction of the masonry wall is currently underway in Sunflower Block.
Relocation possibilities
The dam-affected areas of Rose and Tulip Blocks are likely to be relocated to Bogenvelia Block. However, there is no official word on that. Once the internal matters are decided, the developer will perhaps shift its focus to the development of in Bogenvelia Block.
After moving about 15,000 plots to Bahria’s projects in Rawalpindi and Karachi, massive relocation won’t be needed. The dam-affected plots will be adjusted easily in other blocks.
What’s holding it back?
Developing a project of this size is certainly not easy. Moreover, the DHA Valley’s terrain is uneven. So, extra work is required to get everything in shape. Even plotting and levelling of land will be of no use without proper road network in place.
Currently, work is in progress on major roads and arteries. It is, in fact, the development of roads that is keeping the developer from offering possession in some blocks. You should also note that the main approach to the project and its connectivity to other developments in the neighbourhood is also crucial for facilitating the process of possession handover.
DHA Expressway will lead to DHA Valley through Sunflower Block and pass through Magnolia Block. Bluebell Block will get access from DHA Phase II Extension.
With direct entrance from Kallar Syedan Road, Magnolia Block is already seeing the benefits where more buyers and a few sellers have lifted the rates of both commercial and residential properties.
Current rates
In many blocks, property rates are stagnant, while appreciation in price and demand has been seen in Magnolia, Oleander, Lilly and Bluebell Blocks. Let’s look at the average rate of residential plots in these blocks:

What’s next?
It is expected that possession for properties will be granted in Magnolia, Oleander, Lilly, and Bluebell soon. The future of Sunflower and Rose depends largely on the dam’s feasibility report. It is, however, likely that 60% of these two blocks will remain safe from the dam’s site. The developer probably has a plan in place to adjust the possible affectees of the 40% remaining area.
The current high demand for commercial plots in Magnolia Block is reflective of the fact that this block is reaping the benefits of its central location and is very close to getting direct and smooth access from three sides of the project. The rates of 4- and 8-marla commercial plots in this block are PKR 4,500,000 and PKR 8,000,000 respectively.
It is also believed that the possession of properties in Magnolia, Lilly, Oleander and Bluebell will be granted by the end of this month or in the beginning of the next month.
The way I see it, 2016 will be a year to remember for the DHA Valley stakeholder. I know you have your questions, please leave them in the comments section below and I will get back to you shortly.

a question about the late payment penalty. alot of allottees stopped payment of instalments due to delay in the project which attracted surcharge from DHA valley. Is there any possibility/precedent of waiving off/reduction these surcharges.

I can’t promise a number and i am also not sure even a 100% rise can convince people to sell their valley property. For instance, if 5-marla climbs to 15 lac plus, would the return be tempting enough in figures against all those painful years of sorry delays?
Price rise in valley would be gradual and consistent, in any case, it won’t be short term.

Generally, Possession always bring price increase in properties. A file will be converted into a plot and possession means construction of new houses and possibility of habitation.
Historical prices shows increase in prices by 15-25% at the time of possession and gradual increase with every new construction.

Although Bahria Town has allocated place for DHA Valley plot transfers but the relocation has not been confirmed yet. I would suggest you to hold your plots for another year or atleast wait for the plots possession in selected sectors. Rates of other sectors will also increase,

The reality is that majority of the blocks are not even existing. only 50 % development can be seen on ground in Bluebell and Oleander. Bluebell is totally UN-accessible at this moment however Oleander may be approached VIA DHA Homes through Kalar syedan Road. The ground realities which we observed last week shows that DHA Valley will give possession not before 2020.

The best thing about your plots is that there aren’t any threats from the dam’s site and also that they will get direct access from DHA Phase II as the road that connects Phase II with DHA Valley will pass through Bluebell and Rose and head to these blocks in the north.
Moreover, the developer has done plotting for a huge number of plots in Lavender, Marigld and Zinnia. This is an indication that the remaining blocks will soon see the initiation of development work.

No, they can’t transfer your plot to any Bahria project if you didnt apply for it. Get the allotment letter if you don’t wish to sell it in near future.

Transferable files are traded at low price in the market (1.5 to 2 lacs) because the new buyer will have to pay transfer fee of Rs. 90,000. Furthermore, there are very few buyers of such files. So if you wish to keep this file for long term then get it transferred in your name otherwise keep it as open certificate.
There is no fee for first time transfer.

They transferred plots of only those who have applied for it. Bahria didn’t share details about it. The applicants won’t be able to choose the location nor can they refuse from the offered plot, that’s what i learnt.
If you haven’t applied for it, you must know that they stopped receiving applications long ago.

Only 10% of its area would be required for the dam and that, too, to build the circular road around it. Rest of it should be fine.

I have a plot in sunflower block. In your post at one place you have written that 100% land for sunflower is available and in another place you are saying that the future of sunflower depends on dams feasibility. Can you please explain this point
Dam needs infrastructure and it would cover a lot of area. It will also need approach roads, when a facility this big will fall between 3 blocks, their status will of course be affected.
Sunflower is safe, feasibility report will help decide its approach road etc.

Only 5% land of Jasmine Block has been cleared for development. It has a great location and once developed, it could offer returns but there is time before that happens.

The developer WANTS the dam to be constructed between Snowdrop and Bluebell as it saves 3 of it otherwise fine blocks.
But the Government of Punjab doesn’t agree as the other location appears more suitable for dam’s construction.
To the plot owners of Rose and Tulip, the customer service guy almost always lie about the dam’s location. To me, they once said that there is no dam in the project.
I don’t think this information is correct.

1. The 40% affected area includes commercial plots too or mainly the residential plots?
2. Is it true that Rose is considered as a commercial hub and is the only block with the permission of high rise buildings?
3. Why would the developer relocate the affected 40% area to Bougenvilla only? Would it have the same value as it should have had in Rose if it wasn’t affected?
4. Should the developer not provide options to the affectees for relocation?
5. Which block out of all will have a better return for commercial property?

Possession time hasn’t been announced. It is developed by 90% the dam’s feasibility report will decide if it can be handed over. No announcements made so far.

Good blocks are Bluebell, Oleander, Lilly and Magnolia.
It should be able to give good return in medium term.

When you wrote this piece i.e. on May 4, 2016 you said “According to my sources, 5- and 8-marla DHA Homes will probably be ready for possession handover by June 2016”. It is Oct 2016 and nothing happened. Obviously, your sources were wrong.

Hi, could you please tell us about the near future of DHA Valley as it seems that Project is in Idle state. Furthermore I recently came to know that there is no development work at all, as Bahria is out of the J.V and that it was only Bahria heavy machinery which was doing a little bit of progress, which is now totally stopped. who is this sumra zulfiqar and the allottees are asking from her as she does not i think stand somehere. we deposited amount in the account of DHA. no developer or any other is responcible for it except DHA which got amount and hads to deleiver plots in 2008. we do not know anybody else my suggession to all allottees is to send request to adjutant general military and army chief about this delay.
it seems a biggest fraud in the name of DHA as the plots were to be handed over in 2008 but nothing and DHA which got amou nt in this connection exclusively is silent we must write ti ADJUTANT GENERAL AND ARMY CHIEF OF PAKISTAN ARMY IN THIS REGARD.
