I am not based in pakistan but totally fail to understand why lahore dha rahbar / dha eme, dha city are so cheap compare to other dha societies..

DHA Rahbar is not proper DHA society, it belongs to Rangers & its transfer also done in Rangers Headquarter. Its located on Deference Road & mainly comprised on 5 & 10 Marla plots. Its roads are small as it is basically low cost scheme. Normally, DHA is known for Kanal plots.
DHA EME is taken over by DHA few years back. Initially, it was not DHA society. It is located on Canal road (Multan Road), fully developed & its prices are not much lesser. I mean 10-Marla plot would be around 100-Lacs rupees.
DHA City project is in little ambiguity since many years. Nobody knows about its location, keep aside the map or its balloting. Most probably, it would be located on Multan Road near Shahpur Kaanjran towards river ravi which is of course isolated area that's why investors don't take much interest in it. Its prices are stagnant for quite a long time but it can become lottery ticket if DHA announces location & balloting in near future. This project would take almost 8-10 years to become worth living.
In other words, all three societies you mentioned are not included in proper DHA. I hope I answer your question properly.

Najam is right, we should be thankful that prices are low. Poor people can now buy plots easily ,in DHA Rahbar , EME and DHA City…
I am totally agree with Najam Ul Haq and many thanks to Irfan bahi for detail answer.I hope Alina can easy to understand why Dha Lahore is cheap than other Dha.
