DHA City has an excellent potential. First of all DHA is behind the project. Secondly, rates are quite low and are most likely to increase manifold once the issue is resolved.
I also suggest DHA City for investment.

@Zain... Your response is so unconvincing. DHA behind the project is not guarantee for 'an excellent potential'. It is behind this project since many years now, but no progress. DHA was behind DHA valley project too but we all know its fate.
Rates are low, but they are even lower in DHA Multan and Gujranwala where the location is known and a lot of development has been done. Now for those who say this is in Lahore, well in Lahore there are many (less shady) schemes with lower rates. And the main thing is noone know where DHA City is located.
There are so many things people are ignoring. First of all there is a billion Rupee scam in this project. DHA itself admitted this as they have filed the case against the project developers that the Billion Rupees which DHA City investors invested in the project have been transferred to developers' foreign accounts. Nothing can be more bad than this news. Now when will that money be returned back to DHA, noone knows as the court case will take years to complete. Given Pakistan's history of such court cases, recovery of that amount (and Full amount) may take many years.
Secondly, there is no land purchased by DHA for this project. Now there are 2 things, either DHA wait for that money to be recovered from the lawsuit and invest that money to purchase land, or DHA being a profitable rich entity invest on their own pockets to purchase land (which itself is a time consuming process - you cannot buy land for a project overnight). The speculators are expecting the latter, but why would DHA be in a hurry to put their own money for this project when they have too much on their plate already (phase 8 and 9 development, DHA Multan, Gujranwala etc). DHA management is accountable to army and army wouldn't want to invest more money on a project where there is already a major fraud. They would be pushing the court to recover the money as soon as possible and then invest that same recovered money for this project.
People will start living in DHA City after DHA purchase and develop the land. So given the above, it may take over a decade to live over there. I don't know how this is 'an excellent potential' compared to DHA Multan or Gujranwala where there is no money scam, DHA has already purchased most of the land and development is being made since last 2-3 years.
There is just file hoarding going on by big dealers on mere speculations. For small investors, it's better to look for some other project where things are not that muddy.

Its high risk game; project was launched in 2010 till to date no location is confirmed and prices are same as six years ago.
Location is good - Thokar. As soon as you climb the Motorway (Link Road) from Thokar Niaz Baig, it is on your left side. It is sandwiched between Link Road on one side, Multan Road on the other side and Raavi River on the third side.
@ Pardesi bai location is not confirmed; it was supposed to be thokar as you mentioned but unfortunately the pvt party who was suppose to buy the land failed to deliver the required land. The land is acquired in patches… Please go through the news of recent nab scandal of dha city.
@Muhammadkt brother you have raised some valid points, but you should know that development work is underway in DHA Valley now. I know many people had to wait for DHA Valley, but the project is finally realising.
In case of DHA City, the DHA suffered because of the JV with Globaco. The case is being probed by NAB. The point is: only a few societies are taken up by NAB for investigation and DHA City is one of them.
I am not saying that intervention of NAB is a favourable point, but NAB's investigation will uphold in the resolution of the issues, InshaALLAH.
Rest ALLAH knows better.
In the end it's investor choice, but I personally like DHA City for investment in long term.
In the worst case scenario, the DHA will have to refund people of provide alternate plots.

Secondly, prices are rising in DHA City Lahore.
Current rates:
5 marla -- Buying (13.30 lacs) | Selling(13.65 lacs)
10 marla -- Buying (20.25 lacs) | Selling (21 lacs)
1 kanal -- 38 lacs
But I still suggest investors take their own decisions after complete market research. My personal guestimates may prove to be wrong too.
