Looking for plot but i came to know many places have filling areas and not good, some people are suggesting overseas 5 and safari 2 extension.\r

To build a house, rafi block is a better option but make sure the land you buy must be solid, better buy a map and utility paid plot with soil test report in hand. That will make it easier for you to learn about the land whereabouts.
Rest you can search for one in Ali block which has no filling issues, just be far away from the village/disputed area.
If u make your house by yourself under bahria rules and policies then filling areas wont be any issue then … Rafi block has very good location plus populated too
