I don't know which DHA phase 13 you are referring to here. However, DHA Quetta has a good future in the long-term. Meanwhile, NFC is a project that may become better once it gets attention from the government/NAB.

Property in slump cycle plus govt policies. However its already 3 years passed and it wont remain same for long now. With better policies real estate will become trendy investment again or govt will be change inside one year
