DHA Lahore Phase-9 1 Kanal allocation file is being traded around 25-26 lac in this hot month of May. May people are skeptical whether it is a good buy?
Few months back DHA-9 file had almost same rate as Park view 1-Kanal. Park view 10 Marla & 1 Kanal plot were adjusted in Phase-7 where they will be developed along Phase-7. While for some people the location may not be an attraction, the good thing it will be developed along Phase-7 and people may not have to suffer very long.
Had these park view file been adjusted in Phase-8, it would have been a long shot and no near future development was expected for park view file holders. In short the the people who preferred Park View over Phase-9 are in a way better position than Phase-9 holders.
Many factors should be kept in sight before purchasing the Phase-9 file: I would list them as under and people are welcome to post their views/points as well:
1. Whether you are purchasing short term or long term? For Phase-9 short terms is 2-3 years & long term is 6-8 years (could be even more!)
2. Market property options available around 25-35 lac.
Phase-7 offers lots of plots around 30-35, means on ground plots (without development charges)
3. The burden over DHA to develop already balloted phases:
* Phase-6 allocations file of 10 Marla & 1 Kanal.
* Phase-7 still incomplete and new blocks yet to be developed.
* Phase-7 allocation file & disputed files.
* Phase-5 extension recently balloted & yet to be developed.
* Phase-8 balloted long time ago & yet to be developed.
It is clear that DHA is overburdened and have a long list to develop several other phases.
How one can expect DHA-9 to be balloted and developed?? In my honest opinion & keeping in view DHA history, Phase-9 is not a good investment for 4-5 years even.
It is for the people to decided whether DHA-9 file price is unrealistic or not!!!
What people need to realise is that even if you get the file at 25 lac, and it takes several years before you get possession of the plot on the ground. That 25 lac is worth 50 lac in a several years and then development charges are likely to be at least 15 lac so the plot is already costing you at least 65 lac already, and if the price in a few several years is not above 65 then you have lost money in real terms besides having taken a risk. Therefore I would not recommend investing in Phase 9.
Agree with both of you. I would rather call it a scam of dealers and market manipulators.

Very good analysis. Your third point is very important -why would they commit to anything more when they are not done with the previous. And as the ballot is Not done, they have all the liberty to delay as much as they want.
And Arshad's point about inflation too can not be neglected. If you just consider double digit inflation and see the future value of 25 +15 = 40 lac, it should at least give you more than 10 million in 15 yrs (expected development time) to cover for it.
And of course the risk factor for 15 yrs, what would be the world like by that time?
I thought that my post will go to waste. Good to hear that people actually understand the facts and are not driven by false market trends.
Market manipulators are present in phase-6 & 7 and phase-8. Big guns hold majority of the plots and hence this mafia control the prices and agents are part of them. for example prices in DHA Lahore phase-8 are ridiculously high for no reason. There are no onground plots, as phase-8 development is yet to start. However, the prices are almost close to as phase-7 ready plots already developed. So if one weighs his/her options to buy plot in DHA around 50-60 lacs. Without hesitation phase-6 or phase-7 is the best option as the plot will be in his/her possession within a year, while DHA-8 will take to develop 5-6 years (seeing the history of phase-6 development).
File prices are sinking rapidly. Under 2 million does not seem far.

I recently came to hearing that development charges for phase 9&10 of DHA are to be announced. Is this true? I hold a 1k file in phase 9-10. The file is valued at approximately 33 lakh currently. Do you know if development charges will be claimed from next month?
If so... then how much will the charges cost?
I am trying to find out around from the agents... but they all lie and you can't trust them. They would suck your blood for a small commission.
So I need to know if I should keep the file, sell it, and most importantly...If next month will be too late since the announcement for development charges is said to take place in January.... By then the prices may have decreased...
