Difficult to get on-the-ground commercial plot with this budget. But you can try 3-4 marla commercial plots in small market of AWT near Islamabad. It has good potential in medium to long term.

The location at Islamabad highway could also be explored, such as BT phase-1-6, Police Foundation, PWD. This amount can give you small commercial in these areas.
But better wait till this tax thing get settled.
