In real-estate?
In a housing society in Pakistan in which stage of development(below), one should invest if he is overseas?
For better and safer return:
1- When the land is purchased by a housing society.
2- When it is advertised.
3- Lay out plan/non-approved/issued
4- Ground work completion
5- Full development
6- Possession
Some of these stages unfold in decades and many are unfolded and burped upon by the owners: So?
The stage when the society has done all the work, purchased the land and carried out the development work and handed over the plots to the owners is the safest time to buy a plot. It is number 6 on your list above.
I agree on no-6.
1, 3 and 6 depending on how much risk you can take.
If it is all your money (entire life saving) then go for 6.
If you can take normal risk but not more then go for 3.
If you have your other investments and the society is a reliable name, then go for 1.

Sir if society is well know with good market credibility like multi dha etc u should go for option 2 as u will get minimum rate at that time,
for less risk and good return option 4 is good

IF You are investor you knew about devolpers n market around of society then option 3 or 4 , all businesses got few risks
but if you spending your entire life saving for just one time then wait for option 6,
i rather go for option 6
Why i said no-6 because its more safe than other points, I know most of the investment and profit will be done before that point for big investors, small investors will always rely on safe investment they can afford loss.

Very good question! It depends upon the credibility of the society. If highly regarded then I would recommend option 2 as that's when I have mostly pulled the trigger but this can be mainly long term investment as its not until almost a decade until they actually ask for development fees and start development. That's when prices slowly hike into stride when development is announced then depends upon when and duration of completion as this becomes the starting point of your investment, which starts to pay dividends and you can see your investment slowly growing!
If you want more safe and sound investment then I would go for option 5 for short term investment!
Its all about getting the timing right of when to invest to make some real money in the property game! as an experienced investor I think patience is paramount!

More important, it depends at what stage you can afford it. Because cost of the plot will vary as the project moves from stage 1 to 6.

It depends on several aspects. The owners, the Developers, location, price, formal approvals, duration till posession. Also if it is for investment purpose only or you intend to live there yourself. Key is that you keep your eyes and ears open and make decision keeping in veiw the above all. Selection of the best time to make the decision based on analysis will give you best results, in sha Allah.

I think the key milestones have been covered in the list but I don’t think it represents a fixed sequence as many societies would follow a different sequence for their projects, specially for the first 3 activities.

Agreed with Mr khan its long debate , think of before you go for it , if you are investor u can take risk 2,3,4 anything will suits you, you knew the brands n market
but a person like me who never bought a plot ...lol will go for Afridi ka Chakka :P
