Want to buy land in I-11, I-12 or E-12

What is the status if I-11/2 sector? According to CDA website, development is 15% done. It's been very long time since I heard I-11/2 sector is being developed. What is current status and what is the best location in I-11/2 sector to buy land in I-12?

Also I-12 (NUST front location), I can see some house in google maps are already there. What are those house? Is it safe to buy plot there?
