I want to ask that for a person living abroad, if i purchase an apartment in islamabad and then rent it , but somebody tells that nowadays tenants people do qabza on the property and its very risky? So please advise.
Qabza is not possible. If your agreement is proper, it's not possible to do qabza. Even if there is a chance, I have never seen such thing in Islamabad.

No chance for Qabza if you properly Residential rental agreement on stamp paper and change every year.

Qabza is possible in a sense that one has to sacrifice few months or years rent and to take some tension, if the tenant knows that the actual owner is abroad and there is no one to talk to him in OWNER like language then he takes it easy specially a certain class of people include small business owners and those who don't actually have a reliable business or jobs.
So only let it to govt. Graded officers or professionals with proper agreement renewed every year and don't rely too much on property dealers, as they are "thali k bengan" whoever pays them a thousand extra they with them.
