I need your opinions and guidance about starting a small business which should be related to real estate in some way. Ideally it should be something like a Factory/Production Line but other types are also fine.

3-5 million is not enough. But supposing you can increase it. Buy a 2 kanal plot or two plots of 1 kanal each in a society that is not too strict in rules.
Then contact 'The Educators", ask them to give you franchise membership. Close the deal with them. The Educators will give you everything from syllabus to design to contacts of uniform suppliers.
Then build a house on one kanal (as per allowable covered area but also build a basement), leave one kanal for lawn. Dont design the house only for school. It should be designed as a good house which can also be used for school with some temporary partitions. Just design the house in a way that there are as many bedrooms as possible.
Now you are all set to start a school and start minting money! Plus, your family members can join as teachers/admin/accounts and start earning a salary too!!

in 3-5 million 2 plots of kanal each where are u looking for ?? In any zone in this budget only barren land can be captured which is for sure not developed and constructing a building for school with basement COME ON from where are u expecting students to come in such far away under-developed area :)
Nothing as such personal, i myself at a learning stage, but this seems impossible with this budget.
Here is the idea "FREE OF COST"
Just go for a shop in that society where u feel the population is growing and good/reasonable eateries options are not there.
You can have a decent shop in around 2.5 million. Contact Italian Pizza and have a fanchise of them. Install a pizza machine and a salad bar both costing around 1 million, spend 0.5 million in decor and giving an attractive ambience with LCD, chairs, tables etc.
Now add up it is 4 million. WOW u still have 1 million in your hand. Go ahead and book in any new upcoming real estate project.

It is a very limited budget for construction business but very much still possible..with this budget you can go for 3 marla plots and than construct on it and the profit which can be expected in 3 months is around 2.5 lacs to 4 lacs...and than gradually expanding in the size...
With regards to production line look into the concrete block factory with the budget of 15 lacs you can set up this factory.profit margin is almost 8 to 10 rs per block.
I am sure there must be allot of ideas still but this what i found attractive...

Run a feasibility study on selling specialized items related to construction business. Rent a shop close to developing society and display your item. All can be arranged on loan basis e g sinks and showers, kitchen cabinets, bath tubs etc… Have to hire plumbers and carpenters. I hope this can be arranged within the budget mentioned

ISBase: Bro I like your idea and it seems to be very economical as well. Ooper se Pakistan mai food business kabhi down nahi hota kuinkay payt bauhat hain aur payto ki abadi bhi barh rahi hai.. Haha.. But which socieities do you think would be good for this? G-15?
HT: Yes, I had construction in mind and the budget for it can be increased to around 8 million but money is a bit stuck so have to wait for it. Block is good too but I dont know where to buy place for it and if people will buy them from me or not, machinery is cheap though and I already had an idea of a brick making business but it's just an idea at the moment. I saw some brick kilns while entering Islamabad from M1, is there any chance in that area?
Flour mill idea is great too. We had many flour mills in our village in KP but they seem to be not profitable I guess, most of the flour is made in Punjab for some reason so I might have to get land there if I had to go ahead with this project.
Mohammed: That is a great idea also but I'm not sure if I can manage that kind of a business and competition from well established sellers would also be a problem I guess.

I had many ideas in mind, some of them are as follows:
Brick Making
Generators/Electrical/Car Repair Workshops with Home Service
Construction of Houses
Small Scale Steel Factory but I guess that would be very costly
Food related e.g a top class Biryani centre (Ok now Im making khyali pulao also haha)
Poultary Farming (Thought of Control Shed but too expensive)
Car Pump ka socha tha lekin sirf soch sakta hoon, no paisa for that.
Car Wash etc
Import/Export ka bhi socha tha but it needs a lot of market research/capital/contacts n travelling.
Tuition Academy is also on the list.
Any suggestions/advice regarding the above ideas would be great.

G-15 is good populated area with lot of potential for food business, but the point to be considered here is that its very close to zone-1 G-14 and G-13 both having reasonable options with home delivery to G-15 as well.
Consider D-17 being reasonable populated and the plus being too far away so no home delivery should be possible here from anything from zone-1. This area would covering ECHS, AWT and B-17 on a reasonable distance. So anyone want some delivery would only consider anything from the same markaz, " NO OTHER OPTION" so u as a beginner can still survive with as such no competition and by maintaining good quality standards your name will be established.

And yes here is the 6000 rupees idea:
U can give the front of the shop on rent to shawarma Wala, this will be a natural marketing plus a small amount of rental as well which will cover your utility bills atleast.
