Beside Airport buy plot in Gulshan-e-Roomi… Best possible investment I would say, in that range you can get bigger plot than 120 sq yards ands its with possession.
Can I would get HBFC loan for constructing house on it…? is that developed …i mean people nearby shifted there?
This area is with possessiona and you can get plot transferred to your name… Legally.
Go for Bahria Town Karachi.

I want to buy plot and move within 3-4 months after constructed! but bahria and roomi is long trading investment for completely finalized development it would takes 2-3 years!
Gulshan-e-Roomi is fully developed.

This society is neglected for some unknown reason I will say. I bought apartment in Fatima Golf Residency opposite to this society. I am certainly sure the future of residence on this area is bright.
All facilities like water, electricity etc are there but don't think any commercial shops or schools are build there.
With 20 lacs you can't get better locality with possession, so some comprise has to be done I would say.

@Kashif2day, why don't you try Saima Arabia Villa ? possession suppose to be given this year. You will get different option there like Villas different sizes, flats & plots.
I personally doesn't like the location of that project but in your budget that would be best option as that is gated community.
Buy a plot file of Bahria Town Karachi, if you can pay installments on a regular basis. More than 100% benefit if you go for a long term investment. You can search on Zameen.com
