Star Marketing/AM Builders - Airport Housing Society

I am interested in building a house in Airport Housing Society. I would like to have your expert opinion about purchasing a plot on installments as offered by Star Marketing!

(1) Is Star Marketing is authorized agents of Airport Housing Society or they are acting on behalf of AM Developers & Builders?

(2) Why Airport Housing itself did not launch/offer for sale of plots?

The society itself does not have any money to develop the sector. Some influential people undertake the venture and just use the society name. The society just administers the area after it has been sold.
