What kind of small business can i start with budget of 1 to 2 crore rupees. Please share if anyone has any good business idea in this budget category.

Very much depends on your aptitude and area of expertise. In this budget you have plenty of options but success will depend on your understanding of the business domain you opt for.
Options are many including opening some restaurant, departmental store, buying some already running school, property investments and the list goes on and on...
Again, do a SWOT analysis and then plan accordingly.
