Plots in E-17

I want to know since balloting is not done in e-17, how people are giving plots and street numbers in their ads for sale?

E-17 sector is Develop sector (under the cabinet Housing society). This is the 6 years, you are buy a plot and today you are built a house.

I am telling that the plots are not allocated in the E-17 extension phase. How people are giving ads with street number and plot number?
