J Khan, It depends how much depression we are talking about...
If its 3,4 feet then u can start with the ground floor after building foundations, if its around 6,7 feet u can have a basement made, but if its more than 9,10 feet then its trouble...

The deterioration, as I have understood from your comments, is mainly related to filling plots which could even appear level and not necessarily in a depression.

How we can check that whether a plot is filled of not by naked eye?

Naked eye se judge kerna thora mushkil ho jaayega, if you don't have prior knowledge of that particular terrain/ area.

then how can we check?if some dealer shows me a plot and say it is not filled then whether i have to believe him what ever he is saying is true?filled plot also will be looking like a level plot?

You need to cross check with few people... May be few dealers and some one having knowledge of that area...
Soil testing is the scientific way to know about the exact details of the plot in which you are interested.
Google Earth may be used for approximate checking through old images of that area and developed images as of late.

Who conducts the soil testing?and 4 every plot how can we perform it?in the meanwhile we are carrying out soil testing some other buyer may buy that plot and we have to do again the soil testing 4 a new plot
Soil testing is done for those plots on which you want to start construction.

I think (not 100% sure) soil test is for the suitability of soil for a house to be constructed on it , it doesn't tell weather a plot has been filled or not.
A civil engineer may guide better.
