Is there any documentation regarding how the lottery system for land plots in pakistan works? I mainly need to know details regarding the transfer of land ownership pertaining to the following questions:
1) is the government directly selling the land to the person whose name is drawn?
2) if the name of "a" is drawn, and "b" pays for all costs of the land, will the owner of the land be "a" or "b" or "b" simply someone who just helped "a" pay for the land?
3) continuing from question 2, what if "b" was the father of "a", even though "a" was past the age of 21.
