The DHA Phase in your range is 9 prism, but that is at least 5 plus years away for living.
You might want to consider Bahria Town, that fits nicely in your budget. Ring road will soon pass through it making it highly accessible and boosting prices too.
The other option is Lake City. Slightly out of your range, but you can find something that fits your budget.
Prices have hiked in past 3-4 months and expected to ease a bit after December. But a live-able plot will rarely come down.
