Do banks allow overseas pakistani’s to also get mortagages?
I am an overseas Pakistani looking to buy agricultural land , farm in Pakistan specially in Punjab region of Mandibahaudeen, Dinga or Sargodha area.
Is it possible to get loan? If yes who should I contact.
Of course overseas Pakistanis can apply for loans and for this purpose, they can directly contact any lender, financial institute or bank. The terms and conditions for such a loan are of course slightly different than those offered to resident Pakistanis.

Spoiler Alert though, loans are offered for purely for residential purpose, that is to say you can use the loan only to buy a house/apartment or a land on which you intend to construct a house. Agricultural land is commercial and therefore not covered by any 'Home Finance' product of any bank.
It seem that they are allowing it and it is a good sign to that country because some people really want to get some property in that country.

"a. The rupee loan shall be extended to those non-resident Pakistanis only who are working abroad and do not own immovable property outside Pakistan, for the purpose of purchasing a residential plot or house/flat and not for any commercial purposes. "
Does that mean if an overseas Pakistani has a mortgaged house overseas, he won't be qualified?

It's pretty simple actually. The above mentioned clause stats that only those overseas Pakistanis can apply for home loans who do not have own any property of their own, so yes, if you own any property outside of Pakistan then you are not illegible as such. This clause is pretty straight forward but let me check with a bank or two because I think there might be a way around this.
Nafees, thanks. I am also not sure how will banks be able to verify this and also this requirement does not make any sense. Because almost every Pakistani that lives abroad has a house/condo/apt in his name. If you have a good referral to Meezan Bank or MCB, please let me know as I am interested in purchasing a house very soon.
