I have budget of 27 to 28 lakhs so is it good decision to buy and dha phase 9 or dha rahbar file instead of buy plot on ground in this range?
Please give your suggestions.
Rahbar is better in the sense of its surrounding. Phase 9 is very big project and it will take more time to develop.

In my opinion go with DHA Rahbar, I myself recently purchased a plot in Prism K block because i couldn't get deal a Rahbar file at reasonable rate.
But Rahbar was my first priority because of its vicinity.
Block n,m and p of Dha rahber phase 2 are hot these days but range is 38 to 42. Khayaban e Amin block c and fazaia phase 1 are also giving good returns these days. Here the price range is 26-28 on ground.
You can invest in DHA Rahbar Phase II's Blocks M, N and P, because possession is expected in these blocks in a short time period.
Secondly, if you want to invest for longer time period, you should invest in Phase II Extension of DHA Rahbar.
There is no doubt that Prism 9 is an awesome option, but it is a long-term project and price increase in any Prism 9 will be gradual.
In short, both of the societies are good for investment.
It's difficult for you to find 5 marla plot in Prism 9 in your budget, however, you can buy an allocation file in DHA Rahbar's Phase II Extension.
