I would appreciate if you can advice me where to invest 15 lac to get 10 Marla plot in Islamabad for investment? Somebody suggested Bahria Town, Phase 9. Is it good location to invest or please suggest any other location?

Phase 9 are not plots, they are files, in 15 lac you can not get a plot in Islamabad that too of a 10 marla, you can get files, plus you can get a plot in Top City, Islamabad adjacent to New Islamabad International Airport Zone 2.
You can try to get a plot in Multi Residencia near Wah. Try for small plot in blocks A or B. You may need to add some more money but these two blocks are almost ready for delivery of possession.
And this is a branded project just the right time for investment.
If you cannot add more then you can go for New City Wah which is right across the road on the Motorway.

actullay i am looking for long term investment(4-6 years) and intrested in 5 marla BE 2 as rates for fresh files are down these days(around .74 to .8 million) but in my view BE2 is overprised(3.9 million for just 5 marla ).Do you think be 2 will give gud return with that high price??
Yes, you can buy 10 marla plot in Top City in this price range. However, Multi Residencia can be a more promising investment.

Do you prefer Wapda town or Multi-residencia for investment upto 1 to 1.5 Millions?

Look into Soan gardens H-extension, it is cheap currently. Also consider
Jinnah Garden, Gauri Town, and Wapda town
Dr Sahab, there are many pros and cons but on the whole from a long term investment point of view, I think Wapda Town is a slightly better investment because it will get access to AWT interchange.
But brand wise, living standard and short term investment, I would prefer residencia.
I would also go with Residencia… P.S. Although I have my own investments in Residencia as well.
In this rang TOP CITY is the best E or F block.
