I must say, it's quite an interesting forum for somebody who is looking for a safe & secure investment opportunity.
Same as many other people, i am looking for a some suggestions on a decent area within islamabad, where i can buy a 1 kanal plot for future house construction.
Also would appreciate if somebody could explain how to ensure that the property being sold by the rightful owner in accordance to the land transfer laws. Are properties in islamabad/rawalpindi already being regulated through dome sort of a governance or is it still the age old "potwari" style (no offence meant - honestly, but i feel a central governance on all transactions appears to be safer)?
Advice would depend on how much budget is.

In this budget you can easily buy a plot in bahria enclave or bahria phase 8 although my suggestion will be enclave. If you buy in bahria you will not go through the patwari system but a modern and safe bahria transfer which is legal and 100% safe.
One Kanal plot and in a decent area and decent property ownership is possible only in Bahria town phae-8.
Having said that, please note:
Before MR was having only Ch Nisar as rival but now He is complaining about the whole Punjab government!
This may further drop BT which could be taken, both, as positive n negative.
Positive means BT phase-8 has developed so much that there is no match of it in town and lower prices will benefit the buyer in near future.
OR Malik Riaz smartly calculated that Noon will go and He could manage better with new party in power. You can see that daily Jinnah has totally changed for the last two weeks and this week MR even challenged the Punjab govt and announced to come on media to disclose what He wants to disclose about Lahore matters. Part of his BT Lahore is being demolished for the orange train!
Negative is, that sadly CH Nisaar could not help to retain Pindi bypass & other mega project’s funds and nikka shareef has looted all towards the peeli train.
Phse-8 has been deprived of the bypass and its prices will remain affected for sometime and your one Kanal investment will not bring rapid returns!
Just my 2 cents, explore zone-2 as well in your budget.

Exploring a few other options, what are your views about the upcoming Graceland Housing & the already existing Gulberg Residencia? What are the market prices for a 1 kanal plots in those areas? Also are there any issues associated with them, in terms of, timely allocation, possession, safety & security of transactions & transparency in legal work?
Also, is DHA phase 2 Extension any good? What should be the market price of a 1 kanal plot there?

i purchased 5marla in Graceland exactly 3 years back at 10 lacs, on installment and today i got an offer on 20 lacs for my Block A, possession plot,
Secondly, i bought a 5marla plot on cash in PECHS on 15 and exactly after 5 months holding i got 21 lacs offer, and keep in mind Airport and Fatejung Road is still on card,
In this budget you can buy one kanal plot only in wapda town.wapda town reasonably god society.you can not buy one kanal plot in this budget in any other society.wapda town rates are going high.still you can find one kanal plot in36,37 lax in wapda town and i do expect next week its price will be 40 lax due to hujj flights.

If you are looking for construction in 5 years time, I would suggest AWT block B or D. It is located on M1, less than 5 KM from MW/Kashmir Highway interchange. Fully developed already. Connected to MW via direct interchange. AWT is one of the Army Welfare Trust schemes so, fully secured.
