Since you have mentioned long term, you should consider a housing society where current prices are comparatively low. Such housing societies usually attract long term investors since they cannot deliver in 4 years time. There are safe options in market like Capital Smart City, Taj Residencia, Park View (Recently NOC got cancelled) etc. Such societies having NOC work at a fast pace at the cost of selling expensive plots. If you are willing to take risk, go for Rudn Enclave. Positives: Low Price as compared to other societies, very good location.
Negatives: no NOC yet, working at slow pace
I came to know its LOP will get approved in next 2-3 months. Secondly it is located at location where islamabad will extend its boundaries.
