At the time of purchasing a plot from society or from open market in islamabad, society ask of mentioning nominee. Does this mean, plot will be property of next nominated person(s) only and not other inherited children (if not mentioned)? Does this mean islamic inheritance law after owner’s death does not apply as it is in islamabad plots?

The nominee will not inherit the plot.
The nominee's name is mentioned as the first person they will contact if the member (plot holder) passes away or is otherwise incapacitated. This has nothing to do with inheritance. He is only the first contact person.
For muslims inheritance will take place under the provisions of muslim family laws ordinance of 1961. First step will be for the heirs to get a succession certificate for the estate of the deceased under succession act 1925. They will all have to go to the area civil court and give a statement in court that they do not object to one of the legal heirs to have the property in his or her name.
After that they can settle the property among the heirs. If they fight, then they can go to court and the court will implement the division of all of the property among them according to muslim personal law depending on their sect.
For other religions, it will be according to the rules of their faith.
