please read the last paragraph of above story carefully,
they estimate 5 billion required for development of sector I-15 and amount will be generated from selling plots in I-15.
I think this idea will flop and they already had tried to sell plots/ flats and others, two three times, eventually failed. People rarely ready to believe such a drama.

If CDA is serious, they should manage liquidity themself via loan etc then after start of development people may start sell/purchase. At this stage they can easily recover even 10 billion from plot selling/transfer charges.

Capital Development Authority (CDA) has decided to carry out development work in sector I-12 and it has awarded contract for construction of 7 major roads in the sector.
The contract has been awarded to Zafar and Co in open tender for making the offer less by 27 percent than the estimated cost of construction.
These roads are 9 kilometers long and will be constructed at cost of Rs 248 million within 9 months.
These roads will provide access to sector I-12 Markaz and CDA will be able to sell out plots located in Markaz.
