Unfortunately late delivery of plots is common. Even dha has not kept its promises. Dha valley is a prime example. Dha city in lahore is another example where even land has not been purchased.
But the difference between town and society is that in a society the residents themselves have an interest in promoting the society and maintaining good standard of living. In a town, the owner can lose interest afterwards.
If it is a project like bahria, then they have a reputation to protect so they are likely to maintain their standard, but for small projects, things may be different.

Dear sarwer bhai, i don’t think their is a society that can be compared with multi as multi is restricted in terms of location, very far from airport and islamabad central area, also development may ok but that about it really? I haven’t been there so could tell you…Not sure whether this is of any help?
Boss e-11(Islamabad Garden) is also by multi which is not far from islamabad. Secondly f-16 very near to airport.B-17 is slight far but wat abt dha and bahria. Actually except cda sectors all big and renowned societies are far from zero point.
Which society do you want to compare with multi then? There are many top societies in islamabad that may not have as good development but they also have advantages, an absolute prime advantage is location, these societies include jkchs, pechs, cdechs. You also have societies that have good location towards local amennmenties reknown univerties schools, mosques, these have societies such as dhai and bahria town nearby.
Which top society would you like to compare with multi?
The reason why multi farmhouse scheme is best with highest potential is that you get 5k plots with excellent development of a renowned brand at less than the price of 1 kanal at a scheme which is almost equally far from main islamabad: bahria phase 7 and 8
I hardly douubt b-17 has any juice to be squuezed further off! Cda has no financial incentives to start on margalla ave. They will continue to announce new societies and keep doing auctions , at the most they might comeplete kashmir highway.Besides empty cdas pockets, noon league also has lahore as priority and doubt islamabad will see any major paradigm change.

Multi farmhouse scheme is not located at b-17. It is located on m-1 motorway (jhang bahatar interchange) so it has nothing to do with margalla avenue project.
But since you have brought up the issue of b-17, i must say b-17 still has a lot of potential.
Margalla avenue is only one factor which will push up the prices of b-17 and cda still has it as its first priority if you look at their website; talk to their officials or read newspaper items about this project. Secondly, the other factor that makes b-17 a top project for the future is its sheer size plus standard of development (ordinary streets are 50 ft) and facilities, services etc. These things will make sure prices keep rising,
Due to heavy advertising of bahria town (and recognition of bahria brand among overseas pakistanis), so far bahria prices are double compared to b-17 but what b-17 offers is much better. I location gt road; ii. Margalla avenue connection; iii. Future motorway interchange; iv. Easy drive to new airport. I dont think bahria or even dha can compete with all of this. So it is only a matter of time when prices in b-17 will be the same as bahria and dha or even surpass these areas.
Already, the multi brand is gaining recognition but still if you ask people generally (specially overseas pakistanis), 95% of them have heard of bahria and defence. How many have heard of multi? I would say less than 10%! This is why there is a huge price differential. For how long do you think this huge price difference can be sustained only on the basis of brand recognition?
Gradually, as the product on the ground becomes known to public (at the moment the multi brand is known only among dealers, investors and some people of islamabad), price difference will narrow. People outside islamabad who are lured by the fame of the brand to invest in bahria enclave will have many reasons soon to start thinking of b-17 which is a better location and not too far behind in quality of development.
Also, bahria and dha will keep rising but multi will catch up - so yo u can imagine where multi will be.
For these reasons, ignoring or under-estimating the future potential of b-17 is a mistake. At the moment, b-17 prices are slow for about one year. In my view, this the last chance to invest when a big margin of profit can be taken. In less than one year, prices will be out of hand.

Another thing i might add is the example of dha lahore. In the 80s it was considered far outside the main lahore and many people were unwilling to buy owing to the distance constraint. Gradually over the years, dha with its much better development, attracted attention. People started taking their chances and dha developed into a city in itself. It has now become the centre of lahore. B-17 is also a fairly large society and it is very under-populated at the moment. Let it gain some momentum and it may very well become what dha is to lahore. Though it is probably not a very good investment for people looking for a quick return, however, if you're willing to wait five or more years, it will turn into a goldmine.
Oh dears one very hidden investment is D-17, open google earth and measure the distance of Under Construction Margalla road to B-17 and D-17.Both of them are equidistant to Margalla Road. 6 kanal farm house in D-17 cost 1.5 crores.....and in B-17 only 1 canal plot value ranges from 80 lac to crore.
On the other hand calculate the value of 1 canal in D-17 which is just 25 lac equal to rate of Wapda town and Mumtaz city rate which are faaaaaaaaaaaaaaaaaaaaar from islamabad. So grab the oppertunity.
Accordng to my assesment with in 2 years 6 kanal farm house in D-17 will cross 4 crore.

Sorry to jump in the discussion. Few days back, I read in newspaper on Islamabad page that there was a dacoity in D-17. The thieves had so much time that they looted everything and spent good time. When they were going and out of the main building probably, they came back again and took a child too to have ransom.
No one came to rescue them in that whole time. It was news about some house and not farm house. But farm house need more security since dwellings are at a big gap from each other and isolated. Boundary walls are also small.

Security and ransom issue is every where. I know people having resources of Land Cruiser are using 10 to 12 lekh cars.
D-17/3 farm houses scheme is situated in Zone II on main GT road after E-16 and before C-17 & B-17.
Development standard is not good but location and price is
attractive.
Populated area all facilities available in D-17 hundreds of houses are constructed in Margalla View society D-17/2.
CDA has not given NOC because Zone-II is not planned for farm houses.
Luxury Houses are constructed on these farm houses plots.

Tarnol and Barakahu are considered as hotbed or breeding ground for crimes in Islamabad. Sabzi Mandi area is also a relatively smaller breeding ground. Today, there is prominent news on Islamabad page of The News. Police has arrested those criminals of dacoity in D-17. One of the gang member is from Tarnol.
Zone II will always have the problem from Tarnol area.
I have been to D-17 houses area and liked it more than B-17. Houses seem to be very decent.
