What are the main factors i should consider for investing around 4-4.5 million in islamabad cda sectors so that i can shortlist accordingly.

I would recommend you to buy one plot in bahria town and another one in zone 2 e.g b-17 etc.. Consider two factors which affects most..one is locationa nd other is development because quality of life also matters a lot..
Most important factor in real estate is location. (Due to this CDA sectors rates are high). 2nd factor is Town planning Development standard can improve but you cannot change or improve bad town planning ( Narrow streets non existence of Parks & open spaces).
3rd factor is Development standard. (Wide streets and roads, under ground electricity, Parks, clubs)
4th factor: Sector or society is currently developed/livable or not. Or how much time u can wait.
