How costly is a wet basement relative to a dry basement? Does the cost depend on the sewage system of the area? Are the maintenance costs of a wet basement higher than the benefits of having a kitchen and washrooms in the basement?

I don't know the term wet basement and dry basement. But if wet basement means bathrooms and kitchen etc, than it's better to have wet basement. It's not a big deal to maintain such basement.
Initial cost is not much in comparison with the cost of whole basement and benefit. One has to build a sewerage tank like underground water tank. Sewerage machine costs around Rs 12000/-

Yes by wet basement I mean a basement with bathrooms and kitchen. The main cost i'm concerned about is maintenance because the few people I know who have basements complain about their basements being flooded during heavy rains and I was wondering if it has something to do with the failure of a sewerage tank? am I wrong in assuming that if have a dry basement I won't have flooding in my basement? how can a person avoid flooding in the basement?

Well according to my experience I personally feel that a dry basement remains a much better option in longer term.Sewerage machines doesn’t perform very well most of the times so mostly a smell is generated in the basement.To avoid this issue dry basement should be considered.
If you go with wet basement you need to use top quality machinery, pumps etc otherwise later on if one of the machines gets damaged it will cost you a lot.
The whole thing depends on your usage of the basement. If you are going to rent it separately then go for wet basement otherwise if you want to use it as a hall, tv lounge, sitting area, meeting area, better to use dry.

I think the idea of Ali sb is good. If you want to rent it, then there is no other option of having wet basement. But if you are using it as part of your home... Then even dry basement is the best option. I have seen, the motors often give problems in the wet basements, but, it does not mean that it is unmanageable.
