In my opinion :
Builders who are the one who develop inside some society and society is planned by developer.
Builders might construct roads , plazas etc etc but its developers who owns the society.
A builder merely needs to build the property. The developer finds the property, has the vision, comes up with the money or financing, and sells the properties.

Builders are usually small scale developers in Pakistani context e.g they can build a plaza, house or a road but developers are seen as the big guns who make societies which include all this stuff.
