I am overseas Pakistani looking for a residential plot in DHA phase 8 Karachi. Want to build home within next 5 years. Is it practical to implement the idea?
Depends on your budget.
However I would be very wary of buying at current inflated prices in most areas of Phase 8 at this point - the market has been running for 26 months straight now and it is due to correct. Having said that, the initial belt is safe to invest in and you can build a house even now.

also investing in Karachi is alittle risky until the law and order gets sorted as the extreme violence and the crime rate is huge in karachi. There are a lot of bombings that goes on there especially, when no one knows the plans of the new gov. I wouldn't recommend it.
Since your overseas, you can invest in Lahore or Islamabad that are good safer options. Investing in places like bahria and dha are also options there.
