I am posting this on behalf of a cousin looking to buy an open certificate in dha phase 2 extension sector a. The file, as per him, comes with a 6 lac balance.
Here are a few things that he is looking to ask:
1. How to verify if the certificate he is buying is genuine and has the exact amount of balance behind it.
2. After verifying, what kind of paperwork is involved in purchasing the certificate i.E. Purchase deed, receipt etc.

I don't much about buying open files, dealers would be better able to advise you. You need to speak to DHA and they will advise you on how to get a file verified. After purchase you can get the file transferred to your name by following the procedure as will be mentioned by DHA.
No paperwork is require as whoever has the file in their hand is the legal owner of the file. However it would be advisable to enter into an agreement with the seller on stamp paper.
Open certificates can be verified from DHA transfer office near Jungle Hotel. Go there and ask all these details and they will guide you properly.
if you want you can make a sale deed and so on but as it is open so it is in no ones name. Even if you make a sale deed it is useless because if you loose it somehow and someone else gets a hand on it he will become the owner of that file unless you allot it in your name.
You can just pay cash (PO) to get the certificate. Also you can get a receipt from the dealer or office from where you buy it.
Don't know what you mean by 6 lacs balance but there are 2 types of files i am aware of. One comes with 6 lacs development charges and the other with 14 lacs.
i am not updated about the prices but i think it may be around 18-22 lacs (not the overseas block of DHA 2 ext). This is for development charges not paid and open file.
Still i would say better look for something as it is a very long term investment unless you are buying it for your kids when they mature.
