Reading all the views and comment above, i am very happy indeed that the middle class have finally started to reach the scheme 33 which was long been under the land mafia and the corrupted government officials / administrators. I would like to add that apart from private societies such as pakland’s sadi town, saadi garden, or dadabhoy’s pir ahmed zaman, pir gul hassan which are at least saved, the so many cooperative housing societies are indeed infected from the corruption of doubling/ duplicating of files by the said government servants to whom the sindh government still protect and shadow, and are intentionally on the loose. This led to disaster to so many poor middle class people who rightfully bought their piece of land during early emerging of these so called cooperative housing societies. As per law, if the elections among the members/allottees did not occur in due course of time and submitted dues in accordance to the sindh government departments regulating these societies, then a corrupted government official known as administrator shall take over till a proper election is conducted by the members of the same society. Till then, you will find a corrupted and illiterate office belonging to far remote village of sindh having no norms in his behavior about urban style of living, and would appear in white shalwar kameez over cluf hard as paaper, and as and when he speaks, one would feel that your whole county has been hijacked. This alien would run pole to pole, day and night, to search for such member files in record room which are slightly default or not even default, would write a fake letter under his authority as government officer so appointed and issue fake to original members for not paying their dues or any other reason, and such letters reach owners but only mix corruption with some small postal delivery service. Now this evil administrator would stamp such notice letters and put into record file and go for invitation for making new member file on the same file, hence making millions of rupees overnight. And when job is done, he is given way by our government to leave the country for ever to enjoy with his illegal wealth.
Now i would like to turn your attention and highlight so many estate agents in scheme 33. I personally had a lifetime learning experience when i was to buy a piece of land. Beware when you intend to buy one. These estate agents showing well decorated air-conditioned shops are looting you. How? Well they tend to show you plots on their colorful maps and asks for token money, as soon you pay them the token money, they give you copy of document of plot being purchased. You go to the society office and even they verify but orally and nothing in writing. If you tell them to atleast stamp the photocopies for verification, they would never do that. The fact behind is , they say the file is open , but the funny thing is that you are paying heavy bank drafts to a person whose name is known in the file or anywhere in the record. Moreover, you will find such plot having either a fake company as allotee or the society has allotted such file in later period. Such files are commonly known as new file or open file. The bloody estate agent would never let you know that. He will only let you know either after you have made the token money or when you are writing cheque for 10% agreement.
So before you intend to buy a land or make any payment whatsoever, ask the estate agent the followings:
1. when the society was launched
2. when the society started allotment & possession letters?
3. file better not be new, but must hold all the receipts and allotment & possession order having its old date when the society office started or started allotment.
4. file better not be open but in the name to whom you shall make all payment. It may be allotee or transferee
As you go on questioning, you will notice, the estate agent will begin to exaggerate and annoying, and if not, he will calmly agree to all of your questions/conditions.
So you see readers, this is merely written so may you safeguard against such culprits and buy true file when you pay true money.
