The very first step would be to analyze the structural drawings of the existing Structure/Floor to make sure whether it can resist the load of the next floor or not.
For this you have to provide the structural drawings if you have, otherwise it would require a visit of qualified structural engineer to do some load calculation and may suggest the desired action.
2nd step would be to hire an Architect to design it for you in collaboration with structural engineer, so it may not be over designed in terms of load calculation.
