The construction cost depends upon quality of finishing materials. The cost of grey structure is almost same for all types of construction varying slightly between Rs. 1000 to 1200 per square ft. Covered area. The cost of finishing may vary between Rs. 1000 to Rs. 2000 per SFT. For an average good quality construction the overall cost will come to betwwen Rs. 2200 to Rs. 2400 per SFT.
These cost figures are for houses without basement which will be slightly more.

As ur plot is less than 10 marla. Certain floor area ratio will be applied as per LDA/DHA rules wherever u construct ur house.
3 bedrooms in ground floor with attach baths will be serious mistake. Size of rooms are pretty small for ur living or even u cannot sale this house on a better price.
U didn't mention a TV lounge, don't u need it or u want to convert it into bedroom?

Construction cost will be Rs.2050/- per sq.ft by using best engineering techniques and excellent building & finishing material. (Rates doesn't include the rate for a deep plot situation).
