Does change in property transfer fees affect business of realtors?

In my view transfer fee increase in current circumstances is not a good idea due to following reasons.
- In Dubai, Transfer free increase was introduced to avoid artificial bubble due to short term flipping and had nothing to do with administrative costs. These steps have been introduced in hong Kong and other big markets as well. Moreover these measures are introduced when the market starts to pick up again and not the time of crisis.
Pakistani property market cannot be compared with Dubai or Hong kong as the dynamics are totally different. This measures could only be introduced when the market starts to boom again. Right now we need to gain investor confidence to take the market to the next level. Introducing such measures would rather push the market into bigger recession
