CDA Sectors C-15 & C-16

Well, yet another charming claim surfaced by cda - opening of new cda sectors c-15 and c-16.

Some talk happened last year and a refresher news came 2 months back. Here are the details:

The sector c-16 is spread over 4,500 kanals and would provide space for construction of 5,500 housing units, including 2,500 for affected people.

Both the sectors would be developed on land-sharing formula under which the cda would allot the land owners one kanal of developed land against four kanals of un-developed land acquired from them.

Location: The sectors fall near nicholson monument that is very close to the gt road. The sectors will be linked by margalla avenue

Concerns: -land is not yet acquired for c 13, 14, 15, 16 -poor record of cda -margalla avenue construction (lost in gossips) -number of non-developed sectors like e-12, g-14, etc

This is like cda asking people to chase the tail-light of a truck. (truck di batti dey pichay laa deina kissay nu)

As you have pointed out yourself, cda is already way behind schedule on almost all of its projects. Development in sector e-12 could not be launched for about 30 years! The hype of margalla avenue has died down and this project is in doldrums.

I hope they can start these new projects, but i think only someone who is in his early twenties should invest in the hope that if he is lucky he may be able to retire there and play with his grand children in these sectors.

That's true. Its difficult to trust in cda but nevertheless, it has its own charm.

Park enclave - the most expensive project is still in terrible shape but u hardly see its plots on sale. Or look at pha housing scheme on kuri road. Even e-12 and g-14 plots continue to gain spikes in prices just for the sake of being cda sectors.

Rationally they all seem bad choices but people are happy to reserve their stakes in all cda sectors/schemes and frankly they don't suffer loss in cda even if there is no development.

Cda sectors/schemes usually maintain a steady positive trend in their prices

So if it comes to my choice and these sectors are announced, i might as well try to grab an option there, regardless of all the dark sides of it.

Margalla hills are too charming to resist. :)

Excellent job mbs! I have the fears of all cds sectors gaining price momentum with no ground work for decades, for this to increase the size of the real estate bubble and push it further to burst.

What is the best way to get information about this lunch? What will be the procedure to get plot in this sector? It would be an installment bases or lum sum payment? Any idea about the opening price?

If cda launched c 15 and c 16 it will be booked rapidly with in days because cda didnt launched any proper residential sector from last 15 years, agree with mbs people willl try to book there, it will be on installments plan not on lum sum, opening price will be high as compared to society rates.

Is it possible that cda may launch these sectors in partnership with the private sector such as for example multi, bahria, jammu kashmir etc as they did in the case of e-11?

That will make these sectors more credible with guarantee of success. In that case it will be very useful to buy there because then it might be fully developed in 4-5 years max. What do you think ibrahim bhai?

I just checked out cda website. They have invited private survey firms to apply for topographical survey work for c-15, c-16 and i-12. 5000 kanals (undeveloped) per sector.

By the way the location of c-15 and c-16 seems very very close to the margalla reserve forest or actually inside the area where there are trees right now. These will be extremely beautiful sectors but this development will potentially damage the forest because you will have large scale human inhabitation right next to the jungle.

I think there is a chance that influential people who are part of the margalla hills society of islamabad and epa may raise objections and court petitions against these two sectors and may be able to get stay orders. Media could also get involved. To develop these two sectors, a lot of trees will need to be cut. Don't forget, these two sectors will be on the other side of margalla avenue (hills side).

Yes there is a possibility that cda does it on private partnership.

The good side is apparently there doesnt seem to be much encroachment there.

Capital development authority (cda) decided on saturday to launch a new sector c in the federal capital.

Sources said cda had decided to introduce sectors c-15 and c-16 and immediately take possession of the required land in this regard.

Sources said cda had decided to set up a new directorate under the nomenclature of state management to address the complaints of inmates of residential areas.

In this connection an approval would be accorded to set up directorate of state management no 3.

Summary in this regard would soon be received by members of the board and elementary work would be started in sectors c-15, c-16 and d-13.

Following the launch of new sectors, new directorate would ensure initiation of steps for taking immediate possession of the land of these sectors. The land will be acquired by taking the locals into confidence and paying them the required compensation.

There is still to start development in e-12,i-12 which are around 30 years old and the cda is planning to open new sectors? What an efficiency?

Cda has pledged an amount of rs7 billion for four priority projects in the budget 2013-14. These projects include development of sectors I-15, C-15 and c-16, Acquisition of land in sector h-16 And compensation of acquired land in mauza sheikhpur, jhangi syedian, badhana kalan, mauza noon.

The cda budget for 2013/14 was approved last friday. Looks ambitious as always, claiming to generate much more income, etc etc. And launching new sectors too.

But we can hardly trust their claims until they show some tangible performance. The former government also announced many such projects including park enclave, kuri model village and some others. But they didn't deliver anything but grabbed all the money to fund their staff salaries.

Nevertheless, the appointed chairman has a better repute and ch nisar seems to be interested in cda as well, so i hope things take a positive twist

I am surprised to see there is not a word about margalla avenue or e-12.

I reckon margalla avenue is not the priority at least for this year. And it may realistically bring down the fervor of zone 2, esp b-17.

FGEHF New Scheme at Bharakahu

Some good news for the residents of Islamabad including the employees of federal government, journalists and civilians is on the cards as FGEHF is coming up with new residential schemes in the suburb of federal capital shortly.

Foundation will start new housing projects all over Pakistan to provide shelter to the shelter-less and low-income government employees of the country so that they have their own houses to live,” he informed.

A former Commissioner Islamabad known as a man of commitment amongst his bosses and subordinates, Tariq Pirzada made it clear that that foundation has already launched Bhara Kahu Housing Scheme, Zone-IV at Mouzaz (Phulgran, Sakrila, Bobri) for the federal government employees.

Briefing this correspondent about the newly launched projects, he said the Bhara Kahu Housing Project is a joint venture of Federal Government Employees Housing Foundation (FGEHF) and M/s Green Tree Private Limited. The housing scheme is just 10 kilometres away from Convention Centre through Murree Expressway via Angori Road. The project, covering an area of 3,500 kanals and would cost Rs 4,968 million and will have 3,252 plots. The project will be completed over a two-year period. Pirzada said the foundation will also start new housing schemes for the government employees in new sectors, being introduced in Islamabad.

According to him, the foundation has received 21,000 applications and the allotment criterion was set in 2009 on first come and first get basis. The applicant had submitted their application already will be considered on their application dates.

Replying to a question that only seniority is not adequate in late applicants. He added, “We are also considering remaining 17,000 applicants to adjust somewhere in Islamabad in new housing projects and in this regard we are advertising for purchasing new land in suburbs of capital city.”

Answering a query, Pirzada rejected the news about shortage of water in Bhara Kahu. He added all of the facilities will be available to the residents of the housing society. Foundation, he said, is all set to sale one kanal plot at a rate of Rs 2.6 million per unit while the foundation would strictly monitor the development work in Bhara Kahu housing scheme.

2.6 million /kanal isnt much, provided they actually get development going on ground rather than just focussing on collecting installments from allotees. Lets hope it doesnt become another park enclave.

CDA Sector C-16 and C-15 are located on prime location and hope will be developed on priority basis. There is nearby Margalla Road GT road. Best time for investment.
