Q1. Can someone please guide me that what is the most appropriate month / time to start construction of a new house in rawalpindi / islamabad region?
Q2. How much time will be required to construct a 40x80 plot (single with mumty and double story with mumty, separately)?

There are many angles to your question. Usually people say that best months are of summer as days are long. This view point is of most of the persons.
Secondly, Ramazan and wheat cutting season is bad for construction pace. Ramazan starts, than Eid and after some work another Eid.
Another angle is that it's difficult to water grey structure properly in hot summer. Cement needs a lot of water for its chemical reaction. People cannot do such watering and do not bother about it. But it's most important in the sense that it's the cheapest way too for structure's strength. In summer, not only cement needs water for chemical reaction for binding, water evaporation is quick and cement can develop small cracks.
So middle way is to start construction in late winter and finishing stage is in summer. Reason is that grey structure labour works till 4 o clock only, no matter days are long or short. But finishing workers like plumber, electrician, carpenter, tile fixer has sub contracts and they want to finish the work soon.
I can be wrong. But avoid Ramazan, two eids and wheat cutting season, if you can.
I agree BR malik sb but for construction new home this time , now a days is the best time for construction , but take watering..
4 months required if you have proper land, after DPC you required 4 to 5 months.

For double story approx 5 months.
Best time to start construction id October so that structure be completed by end of November and then electrical, plumber, sewerage and pluster work in December. Jan-Feb for finishing.
This time line is for double story 40x80
Also you should order the wood for doors before staring your construction more dry wood will produce more good doors.
Gudoo. Sorry for late reply. Construction time is relative. Depends how your contractor manages. But too much pressure on contractor to complete work early is not in favour of owner. Cement work should be given appropriate time. You can estimate in the following way.
After foundation and DPC/Plinth beam, following can be time line.
Walls till Door Bend= 3 -6 days
Door Bend = 1 day or 2
Wall till roof height = 2 days
Roof Shuttering/formwork= 2 days Max
Iron fixing = One day
Electricity pipes etc = 1 day or 0 days as electric people can work at night.
Now roof = 1 day.
Total = 13 days.
I have replied but as usual " pending by editorial team " which is really annoying.
Ditmper / paint create issue when you construct your home in summer season and already climate is being changed in Pakistan. For paint summer season is the best time, before start raining season,but normally contractor like us does not care any season, hahahah,

BR Malik sb, according to your time line, it means grey structure of single story with mumty will take roughly 1-month.
DPC (10 days) + Single story (13-days) + Mumty (7-days) etc.

Sorry. My answer was withheld and couldn't write the next part.
Add 10 days in above schedule for roof watering. After that, you can start next floor. Form work or wooden supports will continue to support roof till 18 days usually or less, depending upon weather.
When these wooden supports are removed, next roof or beams are ready.
In short each floor should take 1 month.
After removing wooden supports, Electricity person will do work and after that you can start plaster work in that floor.
