Yes, possibility is 100% there even in smaller plots. I have personally seen houses of smaller sizes such as 20x40 and 25x40 sizes having full basement. Choice to have or not to have a basement depends on your personal liking, and your financial situation.

Does DHA Lahore allow for a basement for 5 Marla plots in its bye-laws?
Every society allow but according to their by laws.
1/4th area of total covered area basement allowed most of the societies but ppls are doing more by one way or the others

I don`t think that you are allowed to construct basement in DHA. You should ask from head office of society first to clear the doubt instead of asking from many other people. In my point of view, DHA society does not allow this.
