Bahria NOC Issue

A question to all the informed and experienced realtors, why Bahria is unable to get NOC for any of its projects in Islamabad except Phase 2,3,4,5 after such a long time; let alone the public notices issued by CDA warning public not to purchase property in the mentioned schemes?

Even the NOC for layout plan is recently cancelled for Bahria Enclave & Phase 7.

Bahria Enclave

Layout Plan: Approved on 16-07-2011, Layout plan has been CANCELLED on 02-07-2013 due to carrying out of development works without obtaining NOC from CDA.

NOC: Not Issued

Phase 7 NOC: The Sponsors have failed to obtain NOC, due to non-completion of pre-requisites

Excellent questions MBS. However I want to know if it would matter. I believe e-12 and f-16 has illegal settlers and so has several other sectors of Islamabad and despite those being illegal CDA cannot evict them. Can it be possible a developed sector( Like BE) can face an ill fate while illegals cannot be removed from a cda sector for more than a decade?

See one wrong doesn't justify another. The illegal settlers and encroached areas are everywhere in the country but people don't pay a fortune to buy that. And if they get swept off they cant fight for it on any forum except road protests.

Now In Bahria's case, we all know he's a very well connected and influential tycoon but you never know what could happen in Pakistan. So if somehow something happens or people don't get to build or live in their houses, nobody could raise a case as the civic body and government would say you did it on ur own despite our warnings.

I don't see there is any chance for that, BT knows how to protect itself and its stakeholders but just wondering why aint they executing it in a legitimate way?

Park area zone 4 could be a sensitive bet coz of environmental concerns and not being provided for housing in Islamabad's master plan.

Anyway, people must be aware of what they are doing with their impressive risk appetite :)

They do not leave play areas, green areas and add more into it what they are being allocated.

If anything happen it ll happen to people because Bahria is almost sold out ...

CDA website is not having information about Phase 8. Where does it fall?

Even when they obtain an NOC they usually do for a small area and then later extend the area. You should look at the number of plots in NOC and actual number of plots.

Dear brother MBS This a question on which u will not be able to find logical answer. We know that many schemes of bahria are not legal but people trust bahria due to there high development and also influence of malik riaz as that he will manage every thing. CDA just announce on website or news paper but no ground actions against any illegal scheme not only bahria every pvt developer,unfortunately there is no implement of rules, even CDA failed to serve in e 12, i 15 , park enclave.

You're right brother Syed. CDA does not enforce itself like many other institutions and that leaves a common man exposed to risk and loss.

Its just a thought... Bahria has achieved an enviable stature by providing such an excellent lifestyle, why not set examples of being a compliant and responsible developer for future entrepreneurs, instead of showing them a 'way around' things.
