I am an overseas pakistani, intending to buy a plot for home construction. My budget for plot is 4-5 million.
My question is which sector is better b-17;f-17, bahria enclave or any other?
Also i have seen lot of fluctuation in rates for 8 marla plots at zameen.Com (ranging from 22 lac to 45 lac) ? Is it due to property dealers commission or any other factors as well?

I own plots in B-17 and F-17 MPCHS. I will personally recommend you F-17 MPCHS because more than 200 houses are already constructed with people living there for more than 03 years. Every facility is available and also I need to mention it that current approach Of F-17 is not good but Government has already approved double road till Fateh Jang in Context to Pak-China Corridor. Location is excellent you can approach anywhere within 02 Kilometer you can enter Motorway.
In Shaa Allah, I am planning to start construction of my house.
F-17 MPCHS is a good option. Distance wise its closer as it is about 3kms to tarnol phatak while B-17 is around 7kms. It is also very close to new airport.
BE is not good for construction right now maybe for investment.
Brother Arshad! Why is BE not good for construction? I hear that A, C and C1 sectors are ready. Is it because of the filling issues, what if one does all due diligence of soil testing etc prior to construction? How about the difference between quality of facilities between MPCHS and Bahria like no power or gas load-shedding …

You are right, there is no match in facilities of Multi with Bahria but in Bahria Enclave, he will not be able to get plot with possession in A, C and C1 blocks....
F-17 looks to me a good option for home construction immediately.
BE will have very good potential in longer run... In my view, it will be another city in itself, while looking at the master plan of it...

Musafar bhai Khan sb answered it very well. For immediate F-17 but BE is long time in terms of proper living. 1-2 blocks ke posession mil jane ya populate ho jane se bhi does not make that place livable unless you are a die hard fan of BE.

What is the actual rate (approx.) for 8 Marla plot ?
Could you recommend which is the best sector right now, in terms of living and building a house (aiming to start in next 6 months).
Also what is the recommendation on construction rates in F-17 at the moment ?

F-17 is a joint venture of T&T and Multi in which F-17/2 belongs to T&T (mostly UnDeveloped) and F-17/3 by Multi which is fully developed and you can start construction any time.
The rates in T&T zone are from 15 to 24 max for 8 marla
while in Multi zone it is around 35 to 42 depending on location.
If you're looking for immediate construction then go for F-17/3 (Multi garden not T&T).
If you can wait from 6 months to 1 year, then I personally think that BE would be better option for future, considering development/location and facilities/schools/hospitals would be much better and near than B-17/F-17, the sector G/H in BE are developed which have 5/8 marla plots and possession is expected within 1 year, once these sectors gets possessions many people are waiting to start construction, and it will not take much for BE to get populated in couple of years.

Security is the biggest problem seems to me for Bahria Enclave because it is scattered and not as a compact land.
Moreover, recently Bahria Town has revised map without giving any notice to allottes resulting in relocating smaller plots to bad locations.
All in all, play safe in Bahria Enclave and my best wishes are with you.

Imran Khan have given you idea of prices in in F-17.
I agree with comments of Anees regarding security situation in BE for smaller plots area as it is quite far from the currently developed Sector A of BE.

Mr Khan. Why B-1 sector is deserted even though it seems almost part of sector A ? Is it such a bad soil/terrain that everyone dislike it or it's the prices ?
It has possession and quite close to populated area of A. But it seemed as its step-sector in Enclave and everyone consider it as an ugly duckling.

I personally recommend F-17 as living there, very close to Islamabad, 2KM from Kashmir Highway peshawar interchange plus 3KM from Ternol stop. Under ground water level is high (good driving water bore 130 feet), good security all facilities available (PTCL, GAS, under ground electricity, active commercial / Cash and carry's, Mosque, medical stores, Allied school, Bank with ATM facility, dispensary ). Specially on Fateh Jhang road that remain active 24/7.
BE far behind off the road solution. Very good for future investment atlas 2-3 years. But currently not livable.
Thanks for all the valuable comments. This could be personally me, but when I think of living, I think of load shedding. To my knowledge, load shedding free place in Pakistan is only bahria and that always takes me there. Is there another society in Islamabad which guarantees no gas and power load shedding? How would you compare if one doesn’t live in bahria and try to produce the same electricity at home to have non-stop supply … Please comment as it is an important aspect when one thinks of living with family and esp. In a place like Pakistan where temperatures touch 50 degrees celsius in the summer.
Musafir. Living in Pak has two major problems from overseas Pakistanis. Electricity and Security. You can decide which area is best in it.
Solar is a good solution but I recently heard that a lot of people have maintenance problems with solar solutions in the market. One still needs Grid electricity having hybrid solar solution at home.
Thanks B.R.Malik sahib for the valuable comment. It's very true that those two are big issues in Pakistan. What I have heard is that bahria has the best security arrangements in its areas ... Like gates with security, security patrols etc. They also guarantee nonstop power and gas supply which pretty much solves the 2nd problem, although security could still be imperfect as one has to go outside bahria as well but seems the best available to me. This is why I think if bahria is rightfully the best option available?
For a comparison and discussion among the members here, I want to ask for comments and views regarding living in a non-bahria location and generating the electricity at home ... How difficult it is and how costly it is, any estimate in PKR per KWH?
My suggestion is F-17 for construction & living, i have no idea about load-shedding situation in F-17 but it has few positives:
1) Near to Islamabad
2) Near to Airport
3) Scenic Location, Margalla Hills gives a nice view
4) Gated society.
For investment and living, B-17 will prove the best option. You can get a good deal in Blocks A or C.
