My friend having 5-8 lakh wants to invest in any small business.I told him to buy a plot in islamabad/rawalpindi if any can be found in such meager amount. Please guide ?

In lahore only new lahore city have 5 marla in 8.75 but risky as they overbooked beside this no big name in that budget , i think he need some outstanding skills to do some business in that amount but as you are helping him i think forget about business and put them in savings
There is this housing society, Al - Haram Gardens in Lahore where you can buy land on per marla rate of PKR 150,000.

I will suggest DHA VALLEY as well. The expension of Islamabad Signal free Highway and the fast pace development inside the valley ( after years of zero progress) will boost prices in Valley dramatically.

Near New Islamabad Airport, you can buy 5 marla plot in Green City Housing OR in ICHS for 7-8 lacs. However, they are very long term projects and dependent on operation of new airport.
You can buy a 5 marla plot in WAPDA town, university town, gulshan e sehat.

Each thing got value against money, so in this budget it's not bad option, location is relatively acceptable and after few years it might gain some importance due to F 17/18 factor.
In this budget my order of preference will be like
5 marla wapda town
5 marla DHA Valley
University town
Gulshen-e-shet
Anyother
DHA valley has some legal issues. I think UNiversity town will be good. As new Airport road will pass nearby it.
