Excise and Taxation Zafar Ali Shah Secretary said that previously, the survey had been carried out by the excise department officials, but property owners expressed their reservations about the calculation of their taxes. The department decided to simplify the situation by ensuring transparency and handing over the responsibility of taking the survey to a private company. This was done through a proper tendering process so that all the concerns raised by the people could be addressed.

Shah stated that this IPS would not only correct any over-taxation of small property owners, but would also bring large property owners into the tax net. He added that all the properties would be registered on the relevant Geographic Information System (GIS) location map, and e-payments will also be introduced to make the process more convenient. This survey is initially taking place in Peshawar, while tenders for conducting it in Nowshera and Mardan have already been floated.
