Karachi: Sindh Chief Minister (CM) Syed Murad Ali Shah on Saturday urged the Board of Revenue (BoR) to cut down the official time period for the registration and transfer of property from 149 days to six days, a news source reported.
The CM made this request while chairing a high-level meeting
of the Ease of Doing Business Reforms Council that was also attended by some of
the city’s leading businesspersons. He took the opportunity to further ask the
BoR to encourage investors, along with other stakeholders, to apply for
registrations and property transfers online — saying it would help save time.
During the meeting, the CM particularly called upon the heads of 10 different government agencies. These included K-Electric (KE), Karachi Water & Sewerage Board (KWSB), Sindh Building Control Authority (SBCA), and Sindh Environmental Protection Agency (SEPA).
The CM addressed the attendees stating that he had called
them to the session to get their input on the various methods that would improve
the business environment. He added that he planned to facilitate the investors
by investing large sums of money into developing Karachi, Hyderabad, Larkana,
Sukkur, Thatta, and Mirpurkhas.
During the meeting, Senior Member of the Board of Revenue (SMBR) admitted that the property registration and transfer process took 149 days to six months to complete. He assured that the BoR would be launching an online application system soon, which would allow the ministry to receive automatically generated registration and transfer documents on time. In response, the CM directed the SMBR to launch the system by the end of February and make the process completion time only six days.
The CM also ordered the SMBR to appoint two sub-registrars
on special duty. These officials will be expected to deal with and expedite
cases that have been delayed for more than three days. Additionally, he called
for the launch of the e-stamping system as soon as possible, which was only
possible by amending the existing law in the assembly.
