Beneficiary also refers to one that are economical in pricing and can get max benefit and appreciation. So in comparison to BT, DHA, I-14 (that are already beyond the economical side), options like on Chakri Road, CBR-2, FOECHS will see bigger gains in terms of the percentage of growth.

I am still amazed that with more than half the development budget of Punjab cut down, where even health and education sectors were not spared, RRR is still going ahead. It is not that I am against it, but just wondering how the priorities are set in Naya Pakistan.

I thought RRR is external financing. Chinese bank has finalized monetary matters and modality. A lot of prerequisites are ongoing as we speak.
Unfortunate fact that (majority) in our nation see physical development as tangible product/infrastructure as sign of progression. Education/Health sectors need painful reforms, dedication and years of efforts to get the benefits to fully materialise and still remain under appreciated. Education and Health etc. reforms a nice words to be used on media and as national issues but our politicians, speaking in general have never been able to rise beyond constituency politics and there physical, in front of human eye and masses appeal the most.
PTI advocated for that in KPK but as soon as realized that in elections BRT sell more they just followed the Punjab Govt. philosophy and end result is a messed up project.
Infrastructures are good, if the potential for their economic zones is fully realized... but that's an if

What are Project management milestones/Steps before execution of the RRR? Earlier it was told that it will start in march this year but now it seems to be somewhere next year.
I feel the Govt Project milestones/Step are not clear to us so we feel that nothing is happening however something is happening but may be not at a good pace.
Some insight from someone in the Punjab Bureaucracy will be helpful to understand the process.
The basic steps are not that complex
- Feasibility Study (PC1 etc.)
- Proposed/Tentative Alignments of the Route with Preliminary Cost/Benefit Analysis
- Loan Approvals etc.
- Initiation of Land Acquisition etc.
- Ground Breaking and Way Forward
The above for sure are time-intensive activities but here too much time has been wasted. As per keeping the traditions to make a mess out of simple solutions, it has been made a rocket science sort of stuff by the bureaucracy and in particularly the Punjab Gov. And RDA.
New committees and project units and analysis studies are those bureaucratic tactics to maximize their benefit and to try to extort as much extra money as possible before the serious work begins.

Plus " patwaris" still think that IK govt would fail and new setup will take over Punjab govt.
The Punjab noon baboos are tightly stuffed in bureaucracy. They do not want to take RRR to IK credit. RDA is the same.
So far they are delaying on technical reasons.
As per my little knowledge some money has been released for land acquisition.
Having said that RRR is written in stone from so many corners and patwaris failure is also written in stone.

Agreed totally with AQ sb and bureaucratic hurdles. However, bureaucracy (speaking in general) is heartless and soul-less. Bureaucracy is faithful to none, except their own agendas. Those people somehow have to be posted based on some criteria (as far as basic qualification, Civil Services) etc. and can't be replaced that is why each Govt. appoints top officials like DGs, Principle Secretaries purely at their choice and Bureaucracy has been inherited from previous tenure for most of the incoming Govts. Bureaucracy's delivery is proportional to the Minister heading that specific portfolio. Phasing out a competent deliverer like Umer Saif with no reason is an example of how Govts. can like to shot themselves in the foot.
Call me a Patwari or a Youthia :) at the same time for pointing out wrong (in my little capacity) whenever Govt. or the Opposition is making a mess. As an example, you can see at the time when Info. Ministry should be really focused on national narrative but the minister is on media and in public is openly fighting with another representative as a struggle for the seat. Generally speaking, unfortunate evolution of our nation from being 'Pakistani' to Punjabi, Sindhi, Balochi, Pashtun to Patwari, Youthia, Jiala etc. :)

Funding for RRR was negotiated with Asian Infrastructure Investment Bank (AIIB) Of China by PMLN govt. However AIIB had put land acquisition as pre-condition, which seems to be in limbo as per this new item. (baboons do not build roads, they just jump trees and howl).
